- Attachment One - Specifications, Clauses & Provisions (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (iii) This combined synopsis/solicitation will result in the issuance of an indefinite delivery indefinite quantity firm fixed price economic price adjustment commercial supply contract. See Attachment One for information on the economic price adjustment that applies to this contract. The period of performance is from date of award through completion or through January 31, 2023. The estimated effective date of the contract is February 1, 2018. (iv) This combined synopsis/solicitation is being issued as a full and open competition. The NAICS Code is 311314 with a size standard of 1,000 employees. (v) This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health and Inspection Service (APHIS), International Services (IS) fruit fly rearing program in Guatemala. (vi) The objective of this procurement is to award a contract for the purchase of sugar as a diet product for the fruit fly rearing program in Guatemala. The selected contractor must be able to provide the entire quantity of sugar indicated in the attached Specifications, Attachment One. (vii) REQUIREMENT: The product must meet all Guatemalan laws and regulations. If a contractor proposing for this effort is located outside Guatemala they must provide proof they can import the product into Guatemala in accordance with Guatemalan laws and regulations. The selected contractor must be able to provide the entire quantity of sugar. (viii) Line Items - 001 - 005. There are five (5) ordering periods, and each ordering period is twelve (12) months in duration. The estimated amount of sugar to be ordered during each ordering period is 975,000 kilograms. The contractor shall provide a firm fixed price per kilogram for the delivered product. The contractor can provide a unit price in another form of measurement as necessary for their finished product, however, it must be similar to the amounts listed in the delivery schedule. The contractor's price shall include a price with value added tax (IVA) and without IVA. (ix) Shipping and delivery is FOB destination; therefore, delivery of the item must be included in the price for the line item as well as all overhead and material costs to deliver the items to the various locations in Guatemala identified in Attachment One. Multiple deliveries will be required in order to complete the work. (ix) It is the Contractor's responsibility to work with the facility personnel to coordinate delivery of the product in accordance with the delivery schedule. (x) SPECIFICATIONS & STATEMENT OF WORK: See Attachment One for the Specifications and Statement of Work. (xi) See Attachment One for the Solicitation Provisions and Contract Clauses applicable to this solicitation and ensuing contract. (xii) EVALUATION OF QUOTES: The Government will award a contract in accordance with FAR part 13.106-1 and 13.106-2 resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The government will evaluate technical capability of the item offered to meet the agency need and how well the proposed products meet the Government's requirement, as well as price and past performance. (xiii) Quotations are due to the Minneapolis Contracting Office by 9:00 AM Central Time on Tuesday, January 23, 2018. Please reference the solicitation number on your documents. Quotes shall be submitted via email to the assigned Contracting Officer Corinne Nygren at Corinne.m.nygren@aphis.usda.gov Ms. Nygren can be reached by phone at (612) 336-3235. (xiv) QUOTES: Quotes should be of sufficient detail to determine their adequacy. If a contractor's quote does not contain all of the items listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the contractor's quote, thereby making the contractor ineligible for award. As a minimum, contractors must submit the following to the Contracting Officer to be considered and have a complete quote: 1) Price Quote - a price for line items 001 - 005. This page should also include the vendor's full name, address and DUNS#. 2) The required documentation requested above in section (xii) entitled EVALUATION OF QUOTES, which includes information that addresses the past performance AND technical capability to verify your company's ability to provide the product and services described in the Specifications and Statement of Work in Attachment One. 3) If a contractor from outside the country of Guatemala is proposing on this requirement they must show proof of approval from the Guatemala government they can import sugar to the country. 4) Paragraph (b) of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items if you have completed the annual representations and certification electronically via the System for Award Management (SAM) Website located at https://www.sam.gov/portal. If you have not completed the annual representations and certifications electronically, please complete only paragraphs (c) through (r) of this provision. The Online Reps and Certs Representations and Certifications can be completed at www.SAM.gov, or you may use the provision in Attachment One.
