Description
This is not a solicitation and shall not be construed as an obligation or commitment by the Government to procure any items/services.at this time. This is simply a Sources Sought. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized in FedBizOps. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This is a Sources Sought notice to determine the availability of potential vendors relative to North American Industry Classification Code (NAICS): 562211 Hazardous Waste treatment and disposal. The sole purpose of posting this notice is to conduct market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Indian Health Service (IHS) is seeking vendors who can provide Regulated Medical Waste (RMW) pickup and disposal services. Below is a draft from possible Statement of Work (SOW). Statement of Work: Contractor shall provide regulated medical waste (RMW) pickup and disposal services including but not limited to the following requirements for the Peach Springs Health Center. Sharps containers to be emptied are Government property and belong to the Indian Health Service. RMW shall be picked up at various facilities, possibly up to 10 different facilities in the state of Arizona. Requirement has not been fully defined. A. PROCEDURES: 1) Contractor shall provide all supervision, labor, materials, equipment, and travel for the pickup and disposal of medical waste in accordance with all applicable local, state, and federal regulations, codes, and laws; and comply with The Joint Commission (TJC) standards. 2) Contractor shall provide, when required, adequate barricades around the work area to prevent any unnecessary personnel from entering the work area. Barricades shall be of sturdy construction and shall be plainly visible. 3) Contractor shall provide between 4 and 11, 44-gallon plastic containers, with lids suitable for Biohazard waste along with small, medium, and large red bags that are to be used internally for waste collection as requested by the Peach Springs Health Center. 4) All collection drums and all sizes of red bags shall meet or exceed the following standards: a. shall be "red" in color b. shall be 165 gram dart as a minimum c. Must meet the minimum requirements of ASTM Standard No. D 1709-95 d. the aforementioned shall have infection waste warnings printed thereon as follows: i. outer containers shall be conspicuously marked with a warning legend that must appear in English along with the international symbol for medical waste/biohazardous material ii. The warning shall appear on the sides of the container in English. 5) Collections shall be made during normal business hours, 8:00 a.m. to 5:00 p.m. every Eight Weeks or Six times annually with a maximum of 36 containers per year. 6) Contractor shall pick-up outside the normally scheduled time when so requested by the COR. Contractor will be given as much advance notice as possible, but not less than 8 hours. The COR will notify the Contracting Officer of additional pick-ups. 7) Contractor shall provide copies of manifests covering transportation of medical waste from its pick up point at the Peach Springs Health Center to its final destination. 8) Contractor shall provide a signed receipt for each shipment of regulated medical waste. 9) Contractor shall destroy pathological waste using incineration at temperatures in excess of 2000 degrees Fahrenheit. All other medical waste may be disposed of by a special waste technologies approved treatment method such as: 1. Chemical disinfection 2. Encapsulation only for sharp items. 3. Steam disinfection 4. Thermal inactivation 5. Chlorine disinfection 6. Moist heat disinfection. 10) Contractor shall provide a copy of certificates destruction certifying waste was disposed in accordance above approved methods. 11) Spills by the contractor shall be cleaned up immediately. 12) Spills by the contractor shall be reported to the COR at the time of the occurrence. 13) Contractor shall coordinate all activities with the COR that require prior approval of the COR.
