- TO WHOME IT MAY CONCERN: On June 26, 2017 the United States Agency for International Development (USAID) through the Regional Mission for Ukraine, Belarus and Moldova issued a Solicitation No. SOL-121-17-000010 for a U.S. or a Third Country National Personal Services Contractor (US/TCN PSC), Health Reform Advisor, GS-13. Effective immediately, SOL-121-17-000010 has been cancelled in its entirety due to the programmatic changes and for the purposes of issuing a new solicitation.
