- The Virginia Air National Guard is issuing an Invitation for Bid (IFB) to award a single firm fixed-price contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price. This will include all services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of the 200th Weather Flight Facility in Sandston, VA (Henrico County), W912LQ-17-B-3001. This project will provide a building approx. 4,700 SF, and approximately 200 sq. yards of flexible pavement. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. The project will incorporate Leadership in Energy and Environmental Design (LEED) and sustainable development concepts. The anticipated contract duration is 365 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $1,000,000 and $5,000,000. A Pre-bid conference is scheduled for 24 July 2017 at 1000 Eastern at 5901 Beulah Road, Sandston, VA 23150, for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. Interested contractors are highly encouraged to attend. The site visit will be held following the conference. Interested parties should register in advance by contacting MSgt Chad Hagen at chad.hagen@us.af.mil. Please provide your name, company, and contact information. This information must be provided in advance, 3 business days prior to the meeting, in order to ensure adequate seating for the conference attendees. Even if you have access to the base/facility you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the pre-bid conference. You may be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Driver's License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the conference shall be made and furnished to all prospective bidders via posting at http://www.fbo.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers. Proposals are due on 14 August 2017 at 1400 Eastern. All information, amendments and questions concerning this solicitation will be posted to FedBizOpps. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) are migrating to in System for Award Management (SAM). Instructions for registering are on the web page. The solicitation and associated information will be available from the Federal Business Opportunities website (FedBizOpps.gov or fbo.gov). Contractors and subcontractors interested in this project must register at this site. The plans and specifications will be distributed using the Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) SAM Registration 2) DUNS Number and CAGE Code 3) Telephone Number 4) E-Mail Address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing via posting to the web.
