Description
The US Army Contracting Command, ACC-NJ is interested in conducting market research to identify potential sources to provide the following support services to PM SW: • Administrative Assistant Support • Senior Operations Specialist Support • Computer Graphics Support Administrative Assistant personnel shall provide support for all administrative operations and activities to the Project Manager/Deputy Project Manager (PM/DPM). Support shall include, but is not limited to short/long range operational schedules; schedule appointments/meetings; coordinate travel arrangements; generate/maintain CONUS and OCONUS travel schedules to include status of orders and itineraries, Visas, theater clearances, transportation, and accommodation arrangements in MS window compatible database that is available to the PM/DPM, administrative assistants, and division chiefs. Administrative Assistant support shall also arrange meetings/conferences and prepare appropriate background material; screen telephone calls and refer calls to the appropriate personnel; generate correspondence to include electronic mail and forward correspondence to appropriate personnel; maintain suspense records and office files; maintain time and attendance records; review and evaluate administrative directives, develop implementing instructions and maintain a library of pertinent directives and publications; maintain liaison with numerous support organizations (i.e. Acquisition Center, Personnel, Resource Management and Installation Support Activity) to obtain and acquire necessary services; maintain personnel records, prepare personnel documents, process personnel actions, training plans, and performance standards and appraisals; and distribute office supplies and equipment. Senior Operations Specialist personnel shall provide support that consists of high level, insightful service with minimal oversight of the type that could be expected from senior Program Executive Office (PEO) or Department of Army (DA) level staff personnel to PM SW, and its subordinate elements and business partners. The Contractor(s) shall have basic familiarity with small arms. The Contractor shall have knowledge of the Army Acquisition process and be able to make recommendations based on that knowledge. The Contractor will (1) Document and recommend to the head of the Program Management Office (PMO) ways to interpret, implement, formulate and evaluate operational and administrative policies, procedures and processes to enhance overall PMO operations and management; (2) Coordinate with Government employees and other organizational Contractor personnel to (a) prepare draft briefings for PM SW and subordinate PMs, (b) provide support at briefings, (c) coordinate visits to PM SW and subordinate PMs, (d) ensure security procedures are followed, ( e) plan, schedule and arrange conferences, (f) communicate with Higher Headquarters to accomplish assigned tasks, (g) conduct long-range planning on assigned efforts, (h) develop draft recommendations for internal control procedures; (3) Support, as required, internal PM SW day-to-day operations such as administrative management; (4) Support, as required, internal PM SW personnel programs; (5) Support, as required, facilities management of all PM SW facilities; (6) Work, as required, involving internal PM SW Information Technology infrastructure issues; and (7) Program Management work involving creation, review, staffing, evaluation and posting into tracking systems of all forms of acquisition documents including Acquisition Strategy Report (ASR), Acquisition Program Baseline (APB), Type Classification (TC) recommendations, Acquisition Decision Memorandums (ADMs), Acquisition Plans, Summary of Actions (SOAs) and other pertinent documents. Computer Graphics personnel shall provide graphics, illustrations, management reporting, management overview and video/tele-conferencing support. The Contractor shall develop and prepare presentations, briefing material and other documentation as required supporting decision and information briefings, program reviews and demonstrations. The Contractor shall develop promotional materials (i.e. brochures, handouts, trifold project information sheets, folders, CD-ROMs and posters). The support shall require that the Contractor exhibit the ability to quickly develop a detailed understanding of all PM SW programs and the ability to understand the impact of program changes. The Contractor shall possess journeyman level skills in video editing and possess the capability to produce video presentations for multiple sources. The Contractor shall also be responsible for making plaques/displays as needed and coordinate media training.
