Description
Statement of Work: 1) Background: The Food Protection and Innovative Packaging Team (FPIPT) in the Combat Feeding directorate (CFD), Natick Soldier Research Development and Engineering Center (NSRDEC) has the mission of testing various Commercial Off the Shelf (COTS) instruments in support of the Joint Program Executive Office for Chemical and Biological Defense (JEPO-CBD). The mission requires testing of the COTS to determine which instruments will be suitable for the detection of biological warfare agents and toxins in foods. In order for the NSRDEC to continue performing this mission there is a need for proper disposal and destruction of waste generated by these tests. The waste will be inactivated in the laboratory but the final destruction must be completed by incineration. This contract will hire a licensed biomedical waste disposal company to remove the treated waste from the FPIPT laboratory and transport it to a destruction facility for final destruction. 2) Requirements: The contractor shall remove the biomedical waste from the Natick laboratory, transport the waste to a destruction facility, destroy the waste and provide documentation of the destruction. a) General Requirements: A biomedical waste disposal company knowledgeable in the handling and destruction of biomedical waste; and knowledgeable about the Massachusetts laws requiring reporting of the destruction. b) Specific Requirements: i) The service will be provided on call. Only after personnel at the NSRDEC request removal of the waste. Regularly scheduled monthly service is not required. ii) After being called the contractor will send a waste removal truck to the Natick Soldier Systems Center to pick up the waste in D115 and provide a shipping manifest at the time of pickup. iii) The contractor will transport the packaged waste to an approved destruction facility for final destruction/incineration and disposal. iv) The contractor will provide documentation of removal and destruction of the waste. v) The contractor will also provide the materials used to package the waste. This will include biohazard burn boxes, suitable biohazard bags, packaging tape, and preprinted labels for the boxes. c) Period of Performance: Three years from date of award. d) Travel: Travel is anticipated under this contract, as the contractor will travel to the NSRDEC installation in Natick, MA. Travel cost is included with pickup cost. e) Security: A security clearance is not required for this work. Basic requirement that allows civilian contractors on base. f) Personnel Qualifications: The personnel will have knowledge of the proper handling, transport, disposal, destruction and reporting requirement for biomedical waste. g) Government Furnished Equipment/Information/Computer Utilization: The Government shall not provide government furnished equipment under this contract. The contractor will not have access to Government internal information networks. h) Other Direct Costs (ODCs): The Government does not anticipate any additional costs. i) Deliverables: A manifest documenting removal of the waste from the laboratory. And, within 30 days of the pickup, a certificate of final destruction. j) Place of Performance: The primary place of performance for this work will be the Natick Soldier Research Development and Engineering Center (NSRDEC) in Building #4, room 115. k) Contract Management/Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely services performed in accordance with the requirements contained in the statement of work. 3) A quarterly status report will not be required. The document of destruction will serve as the report for completion of the service. 4) Invoicing: The Contractor shall bill only after picking up, removing, destroying the waste and providing documentation of the destruction. 5) Labor Category(s): None, this is a single cost payment for pickup of the waste. 6) Hourly Rate: No hourly rate. The cost is determined by the number of boxes removed with an additional fuel or pickup charge. 7) Any applicable indirect costs: No indirect costs are anticipated 8) Contractor Manpower Reporting: This is a contract with a fixed price for pickup, transport, destruction and reporting. The labor is not listed or reported separately.
