THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY for planning and information purposes. It shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of responses to this notice or the Government's use of such information. No contract will be awarded as a result of this notice. Data submitted in response to this notice will not be returned. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The information provided in this notice is subject to change and is not binding on the Government. 1. BACKGROUND/PROGRAM DESCRIPTION The General Services Administration is issuing this Sources Sought Notice on behalf of 18F to financial/utility account verification providers who can support 18F's login.gov product. Login.gov provides simple and secure access to public-facing federal consumer services and information, while protecting consumer privacy. Login.gov is an open source, single sign on service for government that provides the public with a better customer experience and improved security, while offering the government cross-agency integration at lower costs. Login.gov encrypts the personal information of each user separately, using a unique value generated from each user's password. Login.gov implements the latest National Institute of Standards and Technology (NIST) standards for secure authentication and verification. Our plans for ongoing security include regular penetration testing and external security reviews. Individual accounts get two layers of security. Login.gov requires two-factor authentication as well as strong passwords that meet NIST requirements. Login.gov evaluates and implements new authentication methods as they become widely available to make sure that login.gov remains accessible and secure. Encrypting personal data separately means that login.gov cannot share any information with other government entities without users' permission. Database administrators cannot decrypt a user's personal information without the user's password. PROBLEM STATEMENT/REQUIREMENTS GSA is seeking information on products/services which can be utilized to validate financial/utility accounts, and that allow for coverage of the diverse U.S Population. The U.S does not have a single type of account or financial information that can be utilized to verify every American thus there is a need for multiple different sources. Examples of methods the Government is interested in are (checking with the authoritative electronic data source, user entering account credentials to prove ownership/access, micro deposit verification, access to recent transactional history). The Government is also interested in learning more about the pros/cons of utilizing different routes for verification in terms of security, cost, coverage such as (Visa, Mastercard, ACH, FedWIRE, Discover, Amex, etc). The Government is also interested in other offerings that meet this need of verifying financial/utility accounts. With the continuing large scale breaches static information becomes more susceptible to being utilized in fraud over time. The Government is particularly interested in information that demonstrates the information is current and more recent. 3. RESPONDING TO THIS RFI Sources are invited to submit information describing their system. Please limit submissions to a MAXIMUM of 3 pages (cover page and product description(s)). Responses should include: Cover page (maximum 1 pages) • Contact and company information • Name • Title • Company Name • Date of incorporation • Number of years in business • Brief overview of company history • Location • NAICs code • Business Size • Socioeconomic Status • Mailing address • Phone number • Website address • Email address • Note that RFI respondents shall designate a single Point of Contact for receipt of all information pursuant to this RFI. • List any pertinent GSA or other Federal government schedule currently listed on • Name/type of technology(ies) • Define capabilities and resources available to provide the following: Product Description(s) (maximum 2 pages) Provide a brief summary of salient product characteristics and the key characteristics including: • Product description(s) • Description of Graphical User Interface, process workflow(s), Application Programming Interfaces (API) • Technology maturity: Existing technology or technology concept; list the current Technology Readiness Level • Other product characteristics relevant to this RFI To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Method of submission: one electronic submission in machine-readable format (typically, ASCII, MS Word, or PDF format). Unsolicited proposals in response to this RFI will not be considered. 4. GOVERNMENT PLANS Responses to this RFI may be evaluated by Government technical experts drawn from staff within GSA and other Federal agencies. The Government may use selected support contractor personnel to assist in the evaluation. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary and source selection information. 5. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this notice is 3 pages. Font size shall be no smaller than Times New Roman 12. Responses should be submitted in Microsoft Word or PDF format. Responses should be complete and sufficiently detailed. Please do not submit marketing material. 6.
