Description
OF17 PWS RFQ Cover Letter Policy The contractor shall furnish all labor, materials, tools and equipment, transportation, supervision and operations identified in these specifications for project, ZNREOS730816, Threatened/Endangered Species Monitoring and Management, Kanto Plain, Japan. The purpose of this Performance- Based Work Statement (PWS) is to implement the monitoring and protective management program for a raptor species and several other threatened/endangered species located at Geographically Separated Units (GSUs) of Yokota Air Base (AB). The purpose of this project is to enhance and promote reproduction of the targeted species through the monitoring and management. All the works will be conducted in accordance with Japan Environmental Governing Standards (JEGS), applicable local laws, ordinances, regulations and guidances. Additionally, the contractor will document any other threatened and endangered species encountered during the course of this project. The contractor's final report should include all of the contractor's activity records, findings and recommended management strategies for Japanese Threatened and Endangered (T/E) species. This PWS includes following specific projects: •1) Monitoring and Management for Northern goshawk at Tama Service Annex •2) Monitoring and Management for Loach fish at Tama Service Annex •3) Monitoring and Management for plant species at Tama Service Annex •4) Monitoring and Management for plant species at Tokorozawa Transmitter Site Tama Service Annex is located at Inagi and Tama City, Tokyo Metropolitan Government. Tokorozawa Transmitter Site is located at Tokorozawa City, Saitama Prefecture. Notice of Pre-Proposal Conference (for details, refer to the attached letter titled "Notice of Offerors") Site Visit is required to attend for proposing price to this solicitation. Site visit is held at Tama Service Annex, Japan on 31 May 2016, 1000AM Japan Standard time (JST). Submit the names of all attendees to Ms Yohie Okumura, Contract Specialist, at yoshie.okumura.jp@us.af.mil two work days prior to the above site visit date, and then the more detail information will be provided through email reply. You must bring the proper identification (valid passport or driver's license with 8 digits password). For the vehicle pass, please make sure you bring the proper original insurance documents. Copies are not acceptable. Failure to provide the proper documentation may cause you not be able to enter the base. NOTE: IN ACCORDANCE WITH FAR 19.000(B), THIS REQUIREMENT IS NOT SET ASIDE FOR ANY SMALL BUSINESS PROGRAMS.
