- P-3C Flight Crew and Maintenance Support Training Curriculum Update This notice is a request for information (RFI) and is not a request for proposals (RFP). The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government is specifically interested in small businesses in the 8(a) program as well as other small businesses that can perform this effort; however, large businesses are also welcome to submit information. Please identify in the RFI submittal the size of business and any small business program, if applicable. Description The US Navy via PMA-290F, P-3C Program Office for Taiwan, is seeking market research information for the availability of companies to provide technical revisions to existing training courseware utilized to train foreign military students to operate and maintain turbo prop maritime patrol aircraft. In order to fulfill this request, a vendor must possess technical expertise in all of the following deliverable categories: US Navy courseware development processes and delivery methods; P-3C aircraft systems operation predicated upon unique Tactical Mission Software (TMS) configurations; ability to update existing courseware utilized to train P-3C flight crew as outlined in the FMS NATOPS (NAVAIR01-75PAG-1 / 1.1); ability to update existing courseware utilized to train P-3C maintenance technicians to support Taiwan specific P-3C avionics/weapons systems; ability to utilize source material (engineering data, related publications, OEM information, and existing curriculum) to generate revised student guides, instructor guides, various training aides, and related training items to specifically match the unique configuration of the Taiwan P-3C platform for flight crew and maintenance support personnel. All curriculum revisions will be generated at the unclassified level and subject to PMA-290's disclosure/review protocols prior to dissemination to the customer. REQUIREMENTS: PART I - Technical Criteria. This request for information is focused solely on the specific information of interest as follows: • P-3C Flight Crew curriculum update for all crew positions, except the Flight Engineer. This update will reflect the current aircraft configuration for Tactical Mission Software (TMS) and related publications, GFI, OEM information supporting the previously utilized curriculum utilized to train students from initial Fleet Replacement Squadron (FRS) training through Advanced Phases of flight training and final NATOPS qualification. The curriculum update will encompass all phases of training - classroom, simulator, aircraft, and ground training evolutions. In addition, any media packages (PowerPoint related files) requiring updates will be included in this effort. • Special Devices (secure voice/ related equipment) lesson plans will be developed based upon specific publications, OEM information and GFI provided by PMA-290F. All special device lesson plans will be developed at the unclassified level designed to teach flight crew and avionics technicians the operation and maintenance of each system chosen by PMA-290F. • The aircraft's Digital Stores Management System (DSMS) lesson plans will be extensively revised to reflect the engineering changes incorporated by Lockheed Martin. Flight crew and maintenance lesson plans (AO and AT ratings) will be revised to provide the necessary level of detail to operate and maintain the aircraft's DSMS avionics suite. • Link-11 lesson plans will be developed at the unclassified level to teach flight crew and maintenance personnel to operate and maintain the system in accordance with prescribed publications as delineated by PMA-290F. • Due to continuous revisions to the aircraft's architecture and the need to meet a demanding aircraft delivery schedule, all or parts of the curriculum updates may require delivery in increments, vice one final revision. A notional courseware delivery schedule will be developed by PMA-290F prior to contract award. • All courseware revisions must be able to be verified and validated on the actual aircraft as part of the acceptance process of the US Government. In addition, all courseware revisions must be vetted through the US Government's disclosure process before final approval and acceptance can be granted. PART II - Submission of Information: The Government is specifically interested in small businesses in the 8(a) program as well as other small businesses that can perform this effort; however, large businesses are also welcome to submit information. Please identify in the RFI submittal the size of business and any small business program, if applicable. Vendors desiring to respond to this request should provide a white paper as follows: White Paper: Limit the number of pages to four (4) total (Times New Roman, Font 12, one inch margins, Microsoft Word document) excluding cover and photos which can be included separately. Other information of potential interest that vendors may include are: past or current curriculum development efforts that is specifically tailored to the P-3C weapons platform tasked to train flight crew and/or maintenance support personnel; reference curriculum that illustrates the potential of a vendor to develop advanced aviation training courseware predicated upon source data drawn from a wide range of engineering sources, publications, and OEM information. Responses to this RFI are requested no later than 15 September 2015 date.
