- Pre-Solicitation The US Army Corps of Engineers, Omaha District intends to award one firm fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the supply of components to convert the existing mechanical governors to digital governors at six powerhouses with 36 units along the Missouri River. THIS IS A PRE-SOLICITATION NOTICE ONLY. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME. THE SOLICITATION WILL BE POSTED ON OR ABOUT 10 JUNE 2015 WITH A DESIRED AWARD IN EARLY SEPTEMBER 2015. This will be solicited as an UNRESTRICTED procurement. NAICS: 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. Product Supply Codes (PSC): 2830 - Water Wheels and Water Turbines and Components PROJECT DESCRIPTION: Contract will include all work necessary to design and furnish governor control retrofit equipment to convert the existing Woodward & Pelton hydraulic cabinet actuator governors to electronically controlled hydraulic turbine governors. Turbine types include Kaplans, fixed blade Kaplans, and Francis units. The retrofit shall be comprised of programmable logic controllers and auxiliary equipment, which operate and control hydraulic turbine control and speed regulating equipment. Control will include the start/stop sequence of the turbine generator. Services of an erection engineer, skilled programmers, and training of the government operations and maintenance personnel will be required.
