- PRICING SCHEDULE OF ITEMS Brushy Canyon Mastication Statement of Work w/Maps, Fire Plan, and Wage Determination 1. The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for services to mechanically masticate fuels in the Brushy Canyon fuel treatment area on the Sierra Vista Ranger District near Elgin, Arizona. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. congress, Tucson, AZ 85701 or faxed to 520-388-8332 or emailed to mhostetler@fs.fed.us before midnight August 31, 2014. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76 effective August 25, 2014. 5. This acquisition is set aside100% for small businesses. The North American Industry Classification System (NAICS) code is 115310 with a size standard of $7 million. 6. Submit a unit price quote per acre for the required mastication services. Utilize the attached schedule of items when submitting your quote. 7. Price quotes submitted on the attached schedule must indicate a unit price per acre and a total price based on a minimum quantity of 500 acres. Actual award will be contingent on available funds and the contract award unit price. 8. Price range for the required services is between $25,000 and $100,000. 9. Desired start work date for this project is October 1, 2014. 10. Offerors must include a DUNS number, a completed copy of FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, and be registered as a vendor in SAM (System for Award Management). 11. FAR 52.212.2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, Past Performance, and Technical Capability. 12. The following clauses are incorporated as reference and can be downloaded in their entirety at www.acquisition.gov/far. 13. FAR 52.212-1 Instructions to Offerors, Commercial Items, FAR 52.212-4 Contract Terms and Conditions, Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items to include: FAR 52.232-33 Payment by Electronic Funds Transfer-System for Award Management (Jul 2013), FAR 52.219-8 Utilization of Small Business Concerns, FAR 52.203-6 Restrictions on Subcontractor Sales to the Government. 13. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 14. A single award is contemplated. The Government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds.
