Description
The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, intends to acquire, on an other than full and open competitive basis, Apprentice and Helper Trainee Program services in support of the Naval Foundry and Propeller Center. The procurement includes the purchase of academic training for a certification program and coordination of classroom and laboratory instruction with on-the-job-training to include delivery and coordination of course curricula, teaching materials, aids, evaluation tools and delivery of classroom and certification instruction for various trades for up to 40 participants. These services consist of a four (4) month base period of performance, (1 SEPT 2014 “ 31 DEC 2015). The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate on sole source basis since the Collegiate Consortium for Work Force and Economic Development of Philadelphia, PA as they are the only known provider of these services in the Philadelphia region and all resources are only available on a local basis with participants commuting to and from the foundry to the training site (Delaware County Community College) at least twice a week for training. The Consortium ™s programs and services are the result of the coordinated efforts of the organizations specializing in trade training of this nature for the local area; its partners represent the region ™s major providers of occupational training and related academic instruction. Additionally, the College Consortium will be responsible for providing assistance in academic advising, recruitment, testing, and hiring of prospective apprentices employees for the Machinist, Pattern Makers, and Foundry departments of the NFPC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A Firm-Fixed Price purchase order will be awarded as a result. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
