Description
THIS IS A REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT (SS) SYNOPSIS ONLY- - NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources. The Government will not pay for the information requested herein. Only non-classified information shall be provided in your response. Copies of the submitted information may be reproduced for Government review. Solicitation is not available at this time. Requests for a solicitation will not receive a response. This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Although quote mark proposal quote mark and quote mark offeror quote mark are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. Currently, the services are not being performed under contract. 1. PURPOSE. This RFI/ SS is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811490 which has a corresponding Size standard of $7.0M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. 2. PROGRAM DETAILS. The USPFO-AL on behalf of the Deputy Chief of Staff for Logistics (DCSLOG) of the Alabama National Guard is exploring options for award of Blanket Purchase Agreement(s) (BPA) to Contractor(s) for performance of alteration service to Army Service Uniforms (ASU). The USPFO-AL is looking to establish BPAs with qualified alterations contractor(s) at sites in and around at least 9 locations: Alabama locations - Mobile, Enterprise, Montgomery, Birmingham, Anniston, Huntsville; Fort Benning GA; Columbus Air Force Base and Meridian Naval Air Station in MS. This measurements, sizing, fittings and alteration service considered for BPA award will be accomplished by two tailoring service methods or a combination of both. Method 1, Soldiers will go to the offeror for sizing/fitting with alterations and sewing being performed at offeror's business location. Method 2, Offeror will go to unit's location for sizing/fitting and initial pickup of uniform with alterations and sewing performed at the offeror's business location. Offeror may be required to measure, mark, properly fit and perform all of the below alteration service on garments or only some to provide a properly fitted uniform. - Coat sleeve hemming - Coat side / back alteration - Coat Buttons relocated - Trouser hemming (length) (male): 2 pair per male Soldier - Slacks hemming (length) (female): 1 pair per female Soldier - Skirt hemming (length) (female): 1 ea per female Soldier - Waist alteration: 2 ea per male trousers, 2 ea per female (1 trouser and 1 skirt) - Seat alteration: 2 ea per male trousers and 1 ea per female slacks - Trouser braid sewn on for E5 and above (if applicable, trousers should already have braid) - Sew on each coat the below items: - Rank: 1 ea per coat sleeve - Service stripes (1 continuous strip): when applicable - Overseas stripes (1 continuous strip): when applicable - Soutache Braid: 1 ea per coat sleeve The contractor shall hem men's trousers, female's slacks and skirts, and sew insignia/patches onto uniforms as required using thread and materials of the same type, texture, quality, color, and color fastness as that used in the manufacture of the article. The contractor shall have an on-site tailor to provide alterations. The tailor must be familiar with Army Standard, for properly fitting the Army Uniform, especially when slacks, trousers, skirts and coat sleeve hemming is required. 3. INTENDED CONDITIONS FOR BPA AWARD. 1. Government Provided Material. The Alabama National Guard will provide ASU's (Coat, Trouser, Rank, Service Stripes, Overseas Stripes and soutache braid). 2. Standard of Service. Each ASU will be altered in accordance with Army Service Uniform (ASU) Basic Fitting Guide Men/Women, dated June 2010, and DA Pamphlet 670-1, Guide to the Wear and Appearance of Army Uniforms and Insignia. 3. Payment. If request and provision of alteration service is at or below the micro purchase threshold for services ($2,500), payment will be satisfied with the Government Purchase Card (credit card) if service is over the threshold then a BPA Call will be issued from the contracting office and vender shall invoice via Wide Army Work Flow (WAWF) for payment through electronic funds transfer.. 4. To be eligible for BPA award or other contract type award offeror must be registered in the System for Award Management, at https://www.sam.gov/ and be a register user in WAWF to invoice for BPA calls. 5. Delivery of finished alterations will be accomplished by offeror upon completion of alteration. 4. GOVERNMENT REQUEST: Interested parties are requested to submit an email of interest, brief statement of current capability and responses to the attached Capabilities Questionnaire. The Government will use this information to determine the best acquisition strategy for this procurement. Please limit your submissions to completion of the attached CONTRACTOR CAPABILITY QUESTIONNAIRE in Microsoft Word Format, please reply by 12:00 PM CDT, 29 May 2014. Offerors shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates or proposal provided as a result of this request are quote mark best quote mark estimates only. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. The response date for this market research is May 29, 2014.
