- The 502d Contracting Squadron at JBSA Randolph intends to award a contract on a Sole-Source basis for the purchase of items listed in the Description of Supplies. The Government intends to solicit only one source, however interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This requirement is issued as Request for Quotation (RFQ) F3PF1A4066A001. The clauses and incorporated provisions of this document are those in effect through Federal Acquisition Circulars 2005-72. The NAICS Code is 511210; size standard is $35.5M. A Firm Fixed Priced Award will be in accordance with the following: DESCRIPTION OF SUPPLIES/SERVICES Following items will be provided: CLIN: 0001 Description: Modern Air Combat Enviroment (MACE) Licenses for the Predator Reaper Integrated Mission Enviroment (PRIME) Desktop Training System (DTS). Quantity: 6 EACH DELIVERY INFORMATION: HANGAR 73 JBSA Randolph, TX 78150-4525 SOLE SOURCE JUSTIFICATION: Battlespace is the only vendor able to supply licenses to their solely owned and developed MACE software. There are no known third party resellers of this software and the subsequent maintenance. Purchase of the needed six MACE licenses are required to maintain the daily operation of the PRIME DTS and to fully take advantage of the recent phase of PRIME DTS development. The proposed sole source is the only known source that can satisfy the Government's requirement because technical specifications are only available from the manufacturer and cannot be made available to other sources since the Government does not own or have legal access to the source code. CONTRACT TERMS AND CONDITIONS Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Conformance to the Description of Supplies (Technical Proposal) The technical proposal shall demonstrate the ability to provide supplies in the Description of Supplies according to Military Specification MIL-P-85891 that provides the best value to the government. (2) Price (Price Proposal) The firm fixed price shall including any volume or spot discounts. Since award will be based on initial responses, you are encouraged to offer your most advantageous pricing in the initial response. The ordering office will make a determination that the total firm fixed price is fair and reasonable based on the factors contained herein. In determining best value, Conformance to the Description of Supplies is significantly more important than price.
