Description
The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for VA Central Office (VACO) in conjunction with the Office of Information Technology (OIT). The TAC intends to award a sole source, Time-and-Materials (T&M) contract to Nuna Incorporated, 3719 16th Street, San Francisco, California, 94114 for a rapid response support team capable of quick turnaround of a variety of technical services for research, development and support of Veteran Digital Services. This rapid response team will be composed of a small number of senior technologists who can provide immediate turnaround of implementable solutions to VA on high priority issues pertaining to digital services. Specifically, the technical services include targeted application of a wide variety of web development, cloud, big data, and artificial intelligence technologies such as Ruby on Rails, rspec, Hadoop, Lucene, Cassandra, Flume, Bootstrap, Foundation, Puppet and Mahout to enable rapid development and testing of cutting edge applications involving potentially large amounts of data. These technologies will be applied to Veteran Digital Services topics such as benefits wizard development and support, artificial intelligence claims parsing development, web-based enterprise-wide digital platform development and Veteran Digital Services enhancement and analysis. VA requires these technical services as soon as possible due to the critical need to reduce the Veteran's benefits claims backlog. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The primary North American Industry Classification System (NAICS) is 541511 size standard of $25M. This notification shall close on April 14, 2014.
