- The Social Security Administration (SSA) intends to negotiate solely with ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI) located at 8615 Westwood Center Dr., Vienna, VA 22182-2218 for Annual Subscriptions of Data Appliance for ArcGIS for Windows products and services under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) " Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." To the best of the Government's knowledge, Data Appliance for ArcGIS is proprietary to ESRI and is sold directly and supported and maintained only by ESRI. No other entity, other than ESRI, owns the rights to sell distribute or maintain the data as developed for this solution and only ESRI provides this solution on the hardware provided. SSA intends to establish a firm fixed-price purchase order for Annual Subscriptions of Data Appliance for ArcGIS for Windows products and services for SSA facilities. The period of performance is 12 months. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. Submissions shall not exceed 5MB. This is not a request for quotation. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received. All submissions in response to this notice must be submitted in writing via email to Dennis Failing at Dennis.Failing@ssa.gov no later than January 31, 2014. Telephone calls regarding this matter will neither be accepted nor returned.
