THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR REQUEST FOR QUOTE. This Request for Information (RFI) is being issued for information and planning purposes only and does not constitute a solicitation. Responses to this synopsis will be used for market research only. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov). Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. Responses will not be returned. No entitlement to payment, direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses for the Government's use of such information. The information obtained from industry's response to this notice may be used in the development of a possible acquisition strategy. Description of Requirement: The 90th Contracting Squadron is seeking potential sources for a Wind Turbine Generator Maintenance service contract. The scope of work will include full service maintenance of two Vestas V47 660 kilowatt wind turbine generators (WTG's) and one Gamesa G87 2 megawatt WTG at F. E. Warren AFB, WY. The Vestas V47 turbines are located atop 50 meter (164') high tubular towers and the Gamesa G87 is located atop 67 meter (220') high tubular tower. The contractor shall provide annual blade inspections for all WTGs. Preventive maintenance includes but is not limited to laser alignment, cleaning and visual inspection of all parts per manufacturer recommendations, on-site balancing, commutator and slip ring service, filter replacements, lubrication of all parts, equipment inspections, and all other manufacturer recommendations. Predictive maintenance includes, but is not limited to vibration and modal analysis, Motor Circuit Evaluation (MCE) doble testing, partial discharge testing, operation deflection mode shape, finite element analysis software, synchronous rotor diagnostics, current analysis trending, thermography, ultrasonic testing, oil analysis, motor efficiency testing, and all other manufacturer recommendations. Frequency of maintenance, shall at a minimum, meet Manufacturer's recommendations. The government is interested in all businesses including Large, 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, etc., that are interested in performing this requirement. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 811310. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, small business, etc.) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses from Large Businesses should delineate between the work that will be accomplished by the prime contractor and the work accomplished by any small business sub-contractors. The Government will use this information in determining its small business set-aside decision. Prospective vendors shall have an active registration in the System for Award Management (SAM) database, including all active Representations and Certifications.
