- The MICC Fort Knox is conducting market research for the following requirement: Parts and Maintenance Support for the current EWSD telephone switch and associated equipment located at NEC, Fort Knox, KY for the period 29 September 2013 through 28 September 2014. List of equipment requiring maintenance support: a) Nokia Siemens EWSD Gold Plan Host/EWSD-RSU0/EWSD-RSU1. Smart Commander network system (3 servers, 2 client PCs, monitors, key-boards, 56k, x25 and SHDSL 5954ee business modems). b) Misc alarm SE rack w/RA DAPS-16 c) General data comm. MS2-DC modem cabinet assembly, GEMI MUT06/10A grounding monitor Sys and Sensa-phone Express II remote alarm package. Services include, but are not limited to: Support: -Contractor shall provide maintenance support for the Siemens EWSD switch which supports 13,280 lines. -Remote technical assistance; remote system polling and testing if available or applicable; and hardware/software upgrade remote support for installed new and maintenance releases. -Contractor shall provide 24 x 7 on line technical support and parts replacement at a discounted price includes factory repair of faulty units when unit is returned at buyer's expense. -Parts shall be repaired or replaced and returned within 14 days of receipt. Replacement parts for critical outages will be shipped from the vendor within 24 hours after the problem part is identified by the Fort Knox NEC. Replacement parts will be purchased at 50% of cost and the defective part will be returned back to the vendor within 14 days after the part is replaced. -Contractor shall provide a 1 year warranty of repaired or exchanged parts that have failed. -Contractor shall provide software patches and fixes for the supported equipment and information requests for service from the buyer to seller for information transfer that assist in the resolution of issues that the government representative has determined needs to be fixed. The appropriate NAICS code is 811213 with a size standard of $10,000,000.00. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot sub-contract the entire effort. Again, this applies only to small business set-asides. Responses to this announcement must be received no later than 2:00 P.M. Eastern Standard Time on Monday, 24 June 2013. Responses should be emailed to nathalie.w.riley.civ@mail.mil. Responses shall include the following: 1. Company name and address; 2. A statement of interest that meets all the requirements listed above; 3. A synopsis of the contractor's capabilities; 4. Company size: small or large, new qualified small business sources, including veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, economically disadvantaged women-owned small, and women-owned small eligible under the Woman-Owned Small Business Program; 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
