- Sole Source Notice of Intent - The Department of Labor, on behalf of the Office of Workers' Compensation Programs, Washington, D.C. intends to negotiate an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Medical Consultants Network, Inc, 1800 Park Place building, 1200 6th Avenue, Seattle, WA 98101-3123 under the authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirement. The contract period will be from September 18, 2013 through September 17, 2014. The requirement is follow-on from a current contract award. Awarding a contract to another source would unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the Government's intent to compete and award a new contract within the 1 year period of performance. The North American Industry Classification System (NAICS) code for this requirement is 621111 with the size standard of $5,777,045.00 million. The Department of Labor is procuring continued contractor support for Second Opinion services in the New York region covering New York, New Jersey, Puerto Rico, and the Virgin Islands. Services will be provided to the Division of Federal Employees' Compensation. Services include but are not limited to medical second opinions, supplemental reports, follow-up reports, and Schedule Award reviews for injured Federal workers in the New York region. This notice is not a formal solicitation. This is not considered a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contracting Officer listed below via electronic mail at Stepney.Kim.L@dol.gov no later than 3PM eastern standard time on June 19, 2013.
