- 20007 Sec J ATTH 5 Task 1 RDT&E for Advanced Energy Storage & Mgt 2012-10-01, to be evaluated as part of the IDIQ contract award and concurrently awarded with the IDIQ contract. This Task 1 replaces the previously provided 'sample' task. Solicitation 5TP57120007 Amendment 4, 2012-10-10 This amendment is for the purpose of (1) extending the solicitation time, (2) providing a replacement "sample" task, and (3) answering vendor questions 14 through 15 (answers to questions 1 - 13 were answered in solicitation amendment 2). 1. The solicitation period for receipt of proposals is extended to 25 October, 2012, to allow offerors sufficient time to incorporate the following changes into their proposals. 2. The newly attached task entitled " Research Development Test & Evaluation for Advanced Energy Storage and Management for U.S. Air Force High Energy Demand Operations and Facilities " is provided in place of the original sample task entitled " Research Development Test & Evaluation for Hydrogen Vehicles & Infrastructure at Joint Base San Antonio". The Government will award this task concurrently with the award of the IDIQ contract. 3. Questions and Answers Q14. Should Teaming Agreements for team members supporting the overall scope of the IDIQ be included as an Appendix, or only Teaming Agreements for those subcontractors that will be supporting the sample task? A4. Solicitation Paragraph L.5 - Proposal Contents, Part 1 - Demonstration of Technical Capability, fourth bullet states that "If the offeror will use subcontractors to assist in fulfilling this requirement, those subcontracting agreements should be substantiated and the capability provided by the subcontractor's set forth." Solicitation Paragraph M.2, Factor 2, ninth bullet states that the offeror shall "demonstrate the ability to use and manage subcontractors (if proposed) in an efficient and effective manner to accomplish tasks within the scope of the SOO. The Government will review teaming/subcontracting arrangements as part of its evaluation. If the use of subcontractors is not proposed, the Government will assess the capabilities of the offeror to provide the comprehensive expertise necessary to perform all tasks within the scope of the SOO." Although the Government recognizes that subcontractor teaming arrangements may be task specific and therefore not contemplated at the outset of the IDIQ contract, offerors will be evaluated on their "comprehensive expertise necessary to perform all tasks within the scope of the SOO" and are free to provide whatever information will best covey their capabilities. Q15. Do the font requirements apply to tables and figures? A15. No. Smaller font sizes are permissible in tables, charts, pre-printed exhibits; however, they must be sufficient legible to be read by the members of the evaluation team.
