Description
The Department of Commerce, National Institute of Standards and Technology (NIST), Phyiscal Measurement Laboratory (PML), Radiation and Biomolecular Physics Division (RBD) intends to negotiate a Firm Fixed Price Contract, on a sole source basis, under Authority FAR 13.103-1(b)(1), with Newport Corporation of Irvine, CA for the purchase of six Newport Motor Controllers (ESP301-3N, 3 axis), under other than full and open competition. The Radiation and Biomolecular Physics Division, part of the Physical Measurement Laboratory at NIST, develops, maintains and disseminates the measurement standards for ionizing radiations and radioactivity in the United States. They pursue research in the fundamental physical interactions of ionizing and non-ionizing radiation with matter, including developing and using the key physical measurements needed in the study of biological systems and their function. Their theoretical and experimental efforts support radiation and nuclear applications in health care and worker protection, advance spectroscopic methods to enable biotechnology and medical applications, enhance environmental protection, and support national security and defense. NIST has a requirement for six Newport Motor Controllers to provide automated control up to 18 existing axes for the Cold Imaging Facility at the NIST Center for Neutron Research (NCNR). The motor controllers must be 100 percent compatible with the existing Newport Corporation motorized stages already owned and in use at NIST. In addition, NIST has developed a custom in-house motor controller software to communicate with the Newport controllers. Newports components are proprietary. Newport is the sole manufacturer and distributor of the motor controllers. No other manufacturer's equipment or software will maintain the compatibility of the existing instruments. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 13, 2012 will be considered by the Government.
