- 1. The United States Environmental Protection Agency (EPA) requires a microfilm/microfiche scanner/reader/printer for the EPA Region 1 Superfund Reading Room located in the Region 1 Library and Superfund Records Center. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code will be 423420, with a size standard of 100 Employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. The Government may contact offerors to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted. 2. This is a request for a firm fixed price quote for the following Brand Name or Equivalent requirement: A.e-ImageData ScanPro 2000 Microfilm Scanner Salient Features: The offered item must have the following salient features to be considered for award: Functional Requirements a.Must have motorized roll microfilm and microfiche carrier on unit. b.Carrier must be compatible with 16/35 mm film. c.Automatic brightness, focus. d.Contrast, image straightening, image cropping, and zoom. e.3600 optical image rotation and digital rotation. f.Scan, print, e-mail, save to USB, CD, and hard drive. g.Scanned image output must provide these options: PDF, JPEG, TIFF, TIFF comp., TIFF G4, and Multipage. h.Software must have a customizable toolbar for simple operation. i.Software must have save and restore settings for flexibility and efficiency. j.Software must have secure screen mode for public use applications. k.Software must have on screen help of convenience and ease-of-use. Physical Requirements l.Must be compatible with Dell PC running XP or Windows 7 operating systems. m.Must be able to scan with the following resolutions (dpi): 150, 200, 250, 300, 400, 600. n.Must have automatic framing, automatic image advance. o.High resolution scan of microfilm frame in one (1) second. p.Zoom lens 7X - 54X q.Energy Star Compliant r.Should be able to scan up to 30 images per minute Interface Requirements: s.Must use firewire interface 1EEE 1394 Service and Support Requirements: t.WARRANTY: Must have a basic package warranty and service agreement, providing, at minimum, for service, parts & labor included for on-site technical support for the product purchased for 12 months. Acceptance Schedule and Constraints: EPA will consider the product accepted when installed and functioning as required in specifications above. Delivery shall be to the EPA Region 1 Library, 5 Post Office Square, Suite 100 LIB01-2, Boston, MA 02109. 3. Instructions for Submittal of your quote: Offerors shall provide a firm fixed price quote for the microfilm scanner, which meets the requirements in paragraph 2 of this RFQ. The quote shall include all delivery and packaging costs. 0001(2) ScanPro 2000 Microfilm Scanners or Equivalent and 12 month warranty Please include your DUNS number with your quote. The Federal Acquisition Regulation (FAR) and EPA Acquisition Regulation (EPAAR) clauses in Attachment 1 are applicable to this solicitation. Offerors shall complete Online Representations and Certifications Application (ORCA) in accordance with FAR 52.212-3. Offerors are also required to submit with their quote the signed and completed EPAAR Representations and Certifications in Attachment 1. Two check marks are required in addition to the signature. Offerors shall be registered in the Central Contractor Registration (CCR) by the date specified for receipt of offers. Information on the CCR can be found in FAR 52.212-1 ? Instructions to Offers - Commercial Items. Failure to provide the above listed items, ORCA and CCR, may cause your offer to be considered non-responsive. Offerors shall submit quotes via e-mail to ottariano.michael@epa.gov. Quotes are due August 8 at 3:00 EDT. Quotes received after the required date and time will not be considered for award. 4. FAR 13.106-2 Evaluations of Quotations or Offers - Quotes will be evaluated in accordance with FAR 13.106. The Government intends to award a Firm-Fixed Price Purchase Order resulting from this notice to the responsible offeror whose offer is the lowest price, and has demonstrated compliance with the stated salient characteristics, and can meet the stated delivery requirements. To demonstrate compliance with the stated minimum requirements offerors must submit the information required by FAR 52.211-6(b) detailed in this notice. 5.
