- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-12-T-0720 is being issued as a request for quote; however, the US Army Contracting Command-Redstone intends to issue a sole source purchase order award to General Dynamics Canada.,3785 Richmond Rd, Ottawa, ON K2H5B7, for the acquisition of Bradley TPU SuperBSP SW Maint training: Package BSP Version 2.1 and VxWorks Transition Support for the US Army RDECOM, (SED) RDMR-BAQ (Beth Deese) Building 6263, Hackberry Rd, Redstone Arsenal, AL 35898-5260. Authority Cited; statutory Authority permitting other than full and open competition for this requirement is 10 U.S.C. 2304 (c) (1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be sole source to General Dynamics Canada, 3785 Richmond Rd, Ottawa, ON K2H5B7. The period of performance of the resulting purchase order will be from the date of award through 12 months. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. All quotes shall include delivery dates expressed in days or weeks from award date. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation - Commercial items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003 Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003 Army Electronic Invoicing Instructions, are applicable to this acquisition, other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7003; Clause 52.242-4700, Contract Administration-Clause 52.242-15, Stop Work; Clause 52.247-34, F.O.B. Destination. Quotes are due no later than 3:00 pm (CST), 26 July 2012, in the contracting office, Building 5400, Room B132, Redstone Arsenal, Alabama, 35898-5250. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. In the event multiple quotes are received evaluation will be lowest price, technically acceptable. Electronic quotes are preferred, but fax quotes will be accepted.
