Description
This is a SOURCES SOUGHT notice. This IS NOT A Request for Proposal (RFP) or a Pre-Solicitation Notice (Synopsis). No contract will be awarded from this announcement. DESCRIPTION: The Bureau of Land Management has a requirement for construction throughout the State of New Mexico. This Project will require the Contractor to furnish all labor, equipment, and supplies, except (if required) for specified Government-Furnished property, to construct, remove, replace, or repair livestock fence and associated gates, panels, and drainage crossings. The applicable NAICS Code for this requirement is 238990. The Government anticipates awarding one or more Firm Fixed Price IDIQ Contracts. The anticipated ceiling price for the IDIQ is between $ 2 Million and $ 3 Million. PURPOSE OF NOTICE: This Sources Sought is being used as a market research tool to determine potential Certified 8 (a) Small Business sources prior to determining the method of acquisition and issuance of an RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting Capability Statements from 8(a) contractors at this time. All respondents are reminded that at least twenty five percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(4) - Limitations on Subcontracting. RESPONSE DEADLINE: The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements No Later Than 2: 00 PM Mountain Time on April 15, 2012. Please limit to no more than (10) pages, all inclusive, i.e. cover letter, table of contents, etc., if included, are incorporated in the 10 pages. Electronic responses are acceptable if prepared in a Microsoft 2003 compatible format or Adobe PDF files; Email electronic responses to mavasquez@blm.gov with L12PS00390 Sources Sought" in the subject line of the Email. CAPABILITY STATEMENT: Capability package shall include the following:1.General corporate information 2.Firm's capability to manage multiple projects focused on construction of new livestock fences, including removal of existing fences.3.Work performed related to the construction of fences in remote environments in both sandy soils and rock formations.4.Prior experience performing fence construction work for any government agency5.Firm's Bonding Capability (on official letterhead, your surety must provide your maximum bonding capacity per project and your present aggregate maximum bonding capacity PERIOD OF PERFORMANCE: The Period of Performance is estimated to be one (1) Base Year with the potential of Four (4) additional one -year options. TYPE OF CONTRACT: Anticipated Firm Fixed Price IDIQ Contracts to the contractor(s) that provide the best overall value to the Government. REQUIREMENT: This project includes but is not limited to providing labor and materials for work to construct 4-strand wire fences throughout the State of New Mexico. Work shall include construction of new fences, including possible removal of existing fences. Work includes constructing 4-strand barbed wire fences with top and intermediate wires barbed and bottom wire barbless. Total fence wire height would be 42 inches with line t-post spacing of up to 16 ft. 6 inches. Types of panel posts include steel pipe, angle iron, and wood. Work may also involve removal and disposal of existing fence. Projects may be in remote areas with difficult access and limited services. Some fences may be built in sandy soils while other will be constructed in rock such as limestone. In rock formations which prevent steel posts or pipe from being driven, a rock drill will be required at these work sites to assure proper installation of steel posts and/or pipe. SOURCES SOUGHT NOTICE: This is a Sources Sought notice and does not commit the Government to award of any contract under the above listed terms. All responsible sources may submit a capability package which will be considered by this agency. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from Bureau of Land Management. Information on registration and annual confirmation requirements may be obtained by calling 1- 866-606-8220, or by accessing the CCR web site at http://www.ccr.gov. If a solicitation is released it will be synopsized in FedBizOpps and FedConnect. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.
