- The Weapons Engagement Office (WEO) in the Systems Engineering Department of the Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD) 41P000D supports Department of Defense (DOD) Agencies and Programs by providing research and development technical assistance and systems engineering in the development, testing, evaluation and fielding of future Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) systems. The range of activities required extends from evaluation of alternatives and initial engineering design to operational deployment of systems that provide image intelligence (IMINT), signal intelligence (SIGINT), and/or measurement and signature intelligence (MASINT) services to the war fighter via network services, command and control (C2) systems, or deployable/transportable units. The WEO serves as a focal point for defining system requirements, system design and integration, prototype development, and testing and evaluation for Programs fielding ISR&T systems or components that support or derive ISR products. Sources are sought for a potential competitive, multiple award, IDIQ contract to provide systems and software engineering, prototype development and delivery, hardware and software integration, testing, evaluation, and technical assistance to the WEO and NAWCWD through specifically experienced and uniquely qualified personnel. Engineering and technical services obtained hereunder will be applied to the design, development, testing, and integration of Navy and National Community-sponsored intelligence processing, precision targeting, geospatial visualization and exploitation systems. The Government particularly seeks small businesses under NAICS 541712. All systems and software delivered will become U.S. Government property and shall be delivered with unlimited data rights. Interested vendors should download the attachment labeled "Market Research Survey" and fill out Parts I through III. Responses are requested by 12 April 2012 at 4:00PM Pacific Time to Dustin Barros at dustin.barros@navy.mil. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services or for the Government to pay for the information received. No solicitation document exists at this time.
