Issuance Date of RFP: March 29, 2012 Deadline for Receipt of Questions: April 15, 2012 Deadline for Receipt of Proposals: April 30, 2012 Closing Time for Receipt of Proposals: 4:30pm, Manila Time SUBJECT: Request for Proposal (RFP) No. SOL-492-12-000011 Understanding the State of the Art of Information and Communications Technology for Education (ICT4E) in the Philippines -An Assessment To All Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID) Mission to the Philippines, is seeking proposals from qualified organizations interested in providing the services for an in-depth study into the state of the art of information and communications technology for Education (ICT4E) in the Philippines as described in the Section C of this document. This procurement is being conducted through full and open competition among Philippine local organizations only, for which the procedures for "Contracting by Negotiation, trade-off process" method of procurement, as described in Part 15 of the Federal Acquisition Regulations (FAR), will apply. For purposes of this procurement, a local organization is defined as: • One that is organized under the laws of the Philippines. • One that has its principal place of business in the Philippines. • One that is majority-owned by individuals who are citizens or lawful permanent residents of the Philippines or one that is managed by a governing body, the majority of whom are Philippine citizens or lawful permanent residents of the Philippines. • One that is not controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of the Philippines. USAID/Philippines intends to award a firm fixed price type of contract for an estimated period of performance of 120 working days from the date of award at a price not to exceed $350,000. Offerors must propose costs that they believe are realistic and reasonable for the work described in Section C. Cost effective approaches for achieving the expected results are encouraged and award will be made to the Offeror whose proposal offers the best value to the government considering technical and cost factors (see Evaluation Criteria in Section M). Receipt of this solicitation through the internet must be confirmed by written notification to Ms. Irene Narag, Procurement Secretary, at email address aidmnlorp@usaid.gov. It is the responsibility of the recipient of this solicitation document to ensure that it has been received in its entirety, including subsequent solicitation amendments, if any. USAID bears no responsibility for data errors resulting from download, transmission or conversion processes. It is the responsibility of the recipient of this solicitation to ensure that the entire solicitation was downloaded and received. To this end, this solicitation is being issued and consists of this cover letter and the text of the attached RFP. Moreover, offerors are advised to read the RFP carefully. Block 12 of the Standard Form 33 of this RFP requires that offers remain valid for 120 days from the closing date. Any questions and requests for clarification concerning this RFP must be submitted electronically to the Point of Contact, Ma. Belinda de la Torre, Senior Acquisition and Assistance Specialist at orpmailbox@usaid.gov, with a copy to Ms. Narag at aidmnlorp@usaid.gov no later than 5:00pm of April 13, 2012. Amendments to the solicitation, if any, will be issued and posted at the Federal Business Opportunities (FBO) website The details associated with the submission requirements for offerors' proposals are outlined in Section L of the RFP. The preferred method for proposal submission is by paper media, i.e., hard copies, delivered and received before the stated closing time and date. Facsimile submissions are not authorized and will not be accepted as valid. Proposals must be signed by an official who is authorized to bind the organization and are to be submitted to USAID no later than the closing date and time stated above. Absolutely no late proposals will be accepted for any reason, unless USAID/Philippines changes the date and time for receipt of offers/proposals by way of an amendment to the RFP as posted in FBO. Offerors should take account of the expected delivery time required by the proposal transmission and are responsible to ensure that proposals are received at USAID by the due date and time specified above. Offerors are also instructed to pay careful attention to Section K-Representations, Certifications and Other Statements of Offerors, of the RFP. Offerors must comply with FAR 52.204-7, Central Contractor Registration and complete the annual representations and certifications electronically via the Online Representations and Certifications Application website at http://orca.bpn.gov. Issuance of this solicitation and the submittal of a proposal do not constitute a commitment on the part of the U.S. Government or USAID to award a contract; neither does it commit the U.S. Government or USAID to reimburse the offeror for any costs the offeror may incur in the preparation and submission of a proposal. Furthermore, the U.S. Government reserves the right to reject any and all proposals if such action is considered to be in the best interest of the U.S. Government.
