Request for Information (RFI) for MAC0050 Global Information Grid (GIG) Technical Guidance Federation (GTG-F) Software Development Support Contracting Office Address: Defense Information Systems Agency, DITCO-Scott PL8313, 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 Description: Purpose: The Defense Information Systems Agency (DISA), Interface Standards Division (EE3) Directorate, Fort Meade, MD. is conducting this Request for Information (RFI) to identify other (non-DoD) Federal agencies, private sector sources (industry), and academia that can provide support as described below. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the Defense Information Systems Agency (DISA), Interface Standards Division (EE3). In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is a request for all interested parties including small businesses to describe their technical capabilities and demonstrated experience with support for the Defense Information Systems Agency (DISA), Interface Standards Division (EE3) contract needs. Interested parties should describe their technical capabilities and demonstrated experience with Systems Engineering, Application Software Development and Integration, Integrated Systems Implementation (deployment) for DoD Applications. In addition demonstrate technical experience with DoD EA, Enterprise Systems Engineering (EWSE), interoperability assessment and supportability. The target developmental environment (Government Workspace) spans from unclassified to secret. (Government Workspace) All interested contractors are requested to provide written response to the requested information below. A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide the required services. In addition, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract/small business participation plan and/or small business goal percentages. The support being identified will be provided to a subordinate DISA organization located at Fort Meade, MD. The DISA's Interface Standards Division (EE3) identifies, aids development of, promulgates, and catalogs information technology standards and standards profiles to meet DISA product and service priorities and the needs of DoD, with emphasis on commercial and open systems standards. EE3 also serves as the DoD Executive Agent (EA) for IT Standards, a program that supports DoD standards-based end-to-end interoperability. The EE3 mission is focused on satisfying customer base requirements by the development of tools that support the program manager and system developers make use of technical guidance pertaining to the Global Information Grid(GIG). Several of the GiG Technical Guidance business processes have joined together (federated) as a single web destination that has advantages such as, ease of use, reduced hosting costs, data availability to DoD community. The objective of this effort is to obtain contractor support for EE3 in the implementation of an assigned mission to provide for engineering activities needed to develop and maintain applications in support of GTG-F on multiple networks. The contractor shall architect, design, develop, implement, and provide maintenance for the GTG Federation (the Federated Tools Suite). This work will be conducted at DISA's facility in Fort Meade, Maryland. The acquisition has 4 tasks as listed below: Task 1- Program Management Support Task 2- Software Configuration Management Task 3- Application Software Development Task 4- Information Assurance Contractors Training and Certifications Duties Interested vendors are requested to submit a maximum 10 page statement of their knowledge and capabilities to perform the following: Experience should be from within the last 5 years time period of the date of this RFI to be considered relevent. •a) Describe your experience with Program Management support for DoD Software Development Projects •b) Describe your experience with the software development support for the web applications via a CM process. Assist in the administration of CMB by recording minutes and building meeting packages. •c) Describe your experience with software development and technical expertise support in developing and maintaining a state of art web application. Provide requirements analysis, recommendation, and software development to integrate new capabilities into a DoD web application and adding enhancements to existing modules. Ensure IA compliance for all IAVA's, security updates and patches. •d) Describe your experience to continue the operation and maintenance of web based tools that support the Information Support Plan, GIG Technical Profiles, DoDAF Standard Views, Standards Development Organization and the Interoperability and Supportability assessment process. •e) Describe your experience in providing software development support in retirement of Legacy applications. •a) Describe your experience to write and/or update system engineering documentation to support DISA Information Assurance (IA), DIACAP, the Component Acquisition Executive (CAE) for small projects and the DISA Systems Engineering process. Sources Sought: This Sources Sought Synopsis is requesting responses to the following criteria from interested parties that can provide the required services under the North American Industry Classification System (NAICS) Code 541512. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this RFI, you are encouraged to provide information regarding your plans to use joint venturing(JV), partnering or consortiums to meet each of the requirements areas contained herein. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partnering/consortium would be combined to meet the specific requirements contained in this RFI. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 541512 are requested to submit a response to the POCs provided at the end of this release within 14 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (within the past five years or work that is on-going) and relevant experience (work similar in type and scope) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information may result in the Government determining the responder is not capable of performing the scope of work required.
