Description
DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with the University of Nebraska at Lincoln, 121 Canfield Administration Building, Lincoln, NE under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. Contractor shall provide cost-effective, enhanced neuropsychological assessment services through the use of University graduate students ("Externs") to act as "psychologist extenders" to the neuropsychologist on the TBI-Polytrauma Evaluation Team. Duties include: Performing neuropsychological testing with Veterans referred to the team, including administering, scoring and interpreting test data and writing reports under clinical supervision, per VA supervision policies; Recording psychological test data on paper and in computer databases; Using CPRS and other VA computer resources in the course of their duties while maintaining privacy of clinical records; Providing timely and regular reports on clinical activities and time spent to supervising psychologist or other members of the Polytrauma team as requested; Performing reviews of research literature as requested, and prepares written and oral presentations of these reviews; Perform other clinical, clerical and administrative duties as requested by supervisor or team leader. This includes therapy when clinically appropriate and under graduated levels of supervision, intake interviews and other duties. Rationale for Sole-Source Purchase: These students need to be currently enrolled in the University Psychology Department "Clinical Psychology Graduate Training Program" working towards earning PhDs in clinical psychology. The timeframe for these services are from now until the end of the Spring semester (May 2012). No fewer than three (3) externs are needed at all times. To the Veterans Administrations knowledge, the University of Nebraska at Lincoln is the only educational institution in the Lincoln, NE area who can provide students to fulfill this requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All capability statements received by 4:00 P.M. Central Time, Wednesday, January 11, 2012, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be submitted on company letterhead and signed by an authorized company representative. Responses may be faxed to the NWIHCS Omaha VAMC Contracting Office, Attn: Patrice L.
