Description
Market Survey N1023-11-0010 The Military Sealift Command (MSC) is responsible for providing combat logistics support to Department of Navy (DON) ships at sea, and providing strategic transportation of ocean cargo as part of the United States Transportation Command (USTRANSCOM). MSC is unique because it has administrative responsibility to both the DON and to USTRANSCOM. It therefore operates two separate Working Capital Fund (WCF) accounts - the Navy Working Capital Fund (NWCF) and Transportation Working Capital Fund (TWCF) - each of which is funded from revenue generated from its buyer-seller relationship with its customers. While MSC has resources that support both of these funds, it must submit separate budgets and Program Objective Memorandum (POM) costs for each WCF. The Comptroller's Office (N8) of MSC has a need to implement a new budget formulation system that will modernize MSC's current budget development process which it uses to formulate, review, and produce the MSC budget and POM for its portion of the NWCF and TWCF. The objective is for the new budget formulation system to reduce the administrative burden on MSC N8 staff, eliminate duplicate entry of budget/POM information into multiple systems, improve the analysis and justification of MSC programs, and produce required budgetary exhibits. Responses to this market survey shall be submitted NLT 4:00PM (Washington DC time) on 25 May 2011.
