Description
The M14 motor is the main mover for compressor A14 The A14 compressor supplies the air required to complete the testing of the Trent XWB engine in the C-2 test cell of teh Aeropropulsion Systems Test Facility (ASTF). This large commercial engine requires our maximum conditioned air supply to achieve their icing certification test points. Without compressor A14, certification of this engine is not possible. The Trent XWB engine is scheduled to arrive in test cell C-2 in February 2011 and the first test is projected to start as early as 14 March 2011. The estimated time to repair the rotor is 90 days and reeinstallation and checkout is estimated to require two weeks. In order to meet this schedule, a contract must be awarded as near to 1 December 2010 as possible. If AEDC is unable to meet the test customer's schedule, the certification testing may not be accomplished, resulting in a loss of approximately $12M in test revenue to AEDC. In addition to the tangible loss of $12M, the intangible impact tp future commercial testing cannot be quantified at this point, but missing an FAA/EASA certification milestone could potentially lead to the loss of significant future test revenue. In addition, the engine test program (two engines) os expected to continue through June 2011. The ASTF facility is scheduled for an outage beginning in July 2011. Any delays in returning the A14 compressor to service would likely cause the certification testing to not be accomplished, resulting in the loss of the test customer. It would also endanger the critical program milestones of first flight on the flying test bed (June 2011) and engine certification (December 2011).
