Description
Vendor Response to Sources Sought CMS110036 This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), service disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business and women-owned small business) and or large businesses capable of performing the required functions described herein. Background CMS is structuring an Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract to acquire its Virtual Data Center (VDC) framework. The primary objective of the VDC is to provide the Information Technology (IT) infrastructure and services to operate CMS business systems and to safeguard its data. By combining the resources of geographically disbursed data centers, CMS will be positioned to provide resources necessary to meet the current and future needs of CMS. This includes demands placed upon CMS by legislative mandates such as the 2009 American Recovery and Reinvestment Act (ARRA), Health Information Technology for Economic and Clinical Health Act (HITECH), the Health Care Reform Act and the OMB Data Center Consolidation Initiative. To these ends, CMS requires that ALL VDC contractors have the resources and knowledge to deliver ALL the following services: • Application Hosting Services for operations of CMS business applications requiring mainframe, UNIX and Windows platforms to function. • Resource-Based Enterprise Services for engineering and program management staff to support data center operations and governance. • Telecommunications and Networking Services for engineering and administration of phone systems, data communications networks and the convergence of voice, video and data into a Unified Communications platform. • Disaster Recovery/COOP Services for supporting high availability and traditional disaster recovery for the Production data centers. • Seat Management Services for help desk support services necessary to identify, escalate and track VDC operational problem issues to resolution. • Enterprise Security Services for implementing, monitoring security practices and procedures to safeguard CMS data. CMS believes that delivery of these services must be provided in a way that ensures that a high level of interoperability and integration is achieved between CMS business systems and other government agency systems, to increase availability of critical systems while expanding disaster recovery for others and to ensure compliance with CMS and other government security standards. All VDC contractors must possess the following resources: • Own and operate data centers to ensure highest prioritization of resources in support of CMS' business applications. • Comply with CMS' requirement that contractors be Capability Maturity Model Infrastructure (CMMI) level 3 certified. • Must have the financial resources to weather economic hardships and bring to bear economies of scale to ensure quick turn around when needed to address the immediate procurement and delivery of materials. • Possess the depth and breadth of intellectual capital knowledge to recover from a catastrophic Virtual Data Center (VDC) failure. Interested and capable vendors shall submit electronically no more than a 10 page Capability Statement which will outline their ability to provide the resources and knowledge to deliver the required services. The capability statement shall also provide conclusive information indicating the vendor possesses the above 5 services and 4 resources. In order to be considered by CMS, Vendors shall use the format indicated in the attached document entitled, "Vendor Response to Sources Sought CMS110036".
