- Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 237990. The estimated time for completion is 510 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Design-Build selection procedures of FAR 36. The solicitation, when issued, will include the following American Recovery and Reinvestment Act (ARRA) Clauses: FAR 52.204-11, American Recovery and Reinvestment Act-Reporting Requirements; 52.215-2, Audit and Records - Negotiation (Alternate I); 52.225-23, Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements; and 52.225-24, Notice of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements. Compliance with all ARRA clauses and required reporting will be mandatory by the successful offeror. The acquisition is for the design and construction of a Station Indian River Waterfront Bulkhead Repairs, U. S. Coast Guard Station, Delaware. The project scope includes the design and construction for the removal of approximately 600 linear feet of existing waterfront anchored steel sheet pile bulkhead and replacing with approximately 500 linear feet in a new layout requiring removal and disposal of portions of existing fill. New security fence, guard railing, lighting and side walk will also be required. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone or a Service Disabled Veteran Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mrs. Donna Miller at donna.e.miller@uscg.mil. In your response, include a positive statement of your intention to submit an offer for this solicitation as a prime contractor. Your response is requested by October 26, 2009. A decision on whether this will be pursued as a HUBZone Small Business Set-aside, Service Disabled Veteran Owned Small Business, Small Business concern or on an unrestricted basis will be posted on FEDBIZOPS at www.fbo.gov.
