- This Source Sought Notice (SS) is for information and planning purposes only and shallnot be construed as a solicitation or as an obligation on the part of the Bureau of Reclamation. The purpose of this SS is to identify qualified sources capable of performing the work described herein. As a result of this SS, the Bureau of Reclamation may issue a Request for Proposal (RFP). The US Bureau of Reclamation, Denver Office, Acquisitions Operations Group is performing a market survey to determine if there are an adequate number of interested and qualified firms having the capability to complete work related to Cellulose Acetate Membrane Casting. The scope of this work entails casting and rolling of CA membrane elements using two different cellulose di-acetate (CDA) polymers provided by Reclamation along with casting and rolling of CA elements from commercially available polymers. In the end, there will be three different types of CA membrane. Contractor will be responsible for: mixing and measuring viscosities for 3 mixtures, two will be with Reclamation provided Cellulose Di-Acetate (CDA) polymer, and the other will be with commercial CDA; Complete FTIR on all 3 mixtures and the solvent mixture. Assuming similar viscosity measurement, start membrane production. Mix Reclamation polymer 1 (USBR CA 1) and 2 (USBR CA 2), on day 1 and 2, respectively. Cast on day 3; Collect solvent samples and polymer mix for all 3 solutions for FTIR from the mixing process; Roll 2.5" x 40" elements. Save 2 ft of membrane from each end of the total membrane roll. Cast 3 membrane elements. Save 1 ft of membrane after casting of 3 elements and label. Repeat until the end of membrane. Observe the last 2-3 elements made (initial membrane cast) and study performance test results to see if the last elements are influenced by prior mixtures; The samples must be swatch tested. (~3 days of swatch testing - 3 samples per strip, 4 strips); Collect membrane samples from swatches for FTIR; Complete a performance test to obtain flux, salt rejection, water and salt permeabilities. Contractor will also need to provide 4 commercially produced CA membranes that were cast from their previous batch for Reclamation to use as side by side testing. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for a solicitation as a prime contractor; (c) Evidence of successful completion of projects similar in nature. All interested parties are encouraged to respond to this notice, by e-mail to rbrackett@usbr.gov no later than 12:00 PM MST on August 28, 2009. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award.
