Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cancer Biology and Genetics (LBCG) plans to procure the brand name Cellometer Vision Trio M manufactured by Nexcelom Bioscience LLC; 360 Merrimack Street, Building 9; Lawrence, MA 01843. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334516 the business size standard is 7.0 M employees. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. No faxed or emailed capability statements will be accepted. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM EST, by August 28, 2009. All questions must be in writing and can be faxed or emailed to: Ashley Virts, Contract Specialist via electronic mail at virtsa@mail.nih.gov or fax to 301-402-4513. It is the vendors' responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). Reference: NCI-90197-AV on all correspondence. Part I: Background information and description of requirements: The Laboratory of Cancer Biology and Genetics (LCBG) require equipment capable of counting cells sometimes en masse and at other times under selective criteria such as size, morphology, fluorescence, or PI and Trypan blue viability. The machine shall be capable of reducing labor associated with hematological procedures and other daily tissue culture activities. Such equipment would serve to facilitate immensely the goals of the LCBG especially in regards to two precious commodities: time and effort. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: 1. Statutory Authority Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1) 2. Justification: Nexcelom Bioscience exclusively sells Cellometer instruments direct. The Cellometer Vision M is solely quoted, sold, invoiced, shipped and serviced direct by Nexcelom Bioscience. Nexcelom does not offer the product to end users through any authorized resellers or distributors. In scientific and technical qualifications, the aforementioned instrument is the only existing of its kind on the market to provide the capability required to carry out the mission of the NCI lab; which is, to utilize fluorescent technology and live cell imaging to reduce hematological procedures and day-to-day tissue culture activities such as cell counting, monitoring introduction of fluorescent proteins and assessing cell shape and morphology. Finally, the Cellometer has a footprint of 6"x 8.5"x 14" which will fit into the laboratory space available for the instrument as specified below. For these reasons, Nexcelcom is the only source known to the NCI to meet the needs of the lab outlined in the procurement. The following salient characteristics apply to the Cellometer Vision Trio M: 1. Counts cells in multiple techniques: en masse, size, morphology, fluorescence, PI, Trypan blue viability 2. Utilizes fluorescence to measure GFP transfection rates quickly and accurately 3. Counts white blood cells in peripheral blood without lysing (hematological procedure - very time-consuming) 4. Discriminates based on cell morphology and size giving live cell images to confirm data 5. Must fit in space 7"x10"x14" 6. Performs fluorescent detection, cell counting, cell morphology assessment, live cell imaging comprehensively
