- This is a list of the items to be included in the quotations submitted. Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B146, Mail Stop 1640, Gaithersburg, MD, 20899-1640, UNITED STATES Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-35. This is an unrestricted competitive procurement for upgrades to CheckPoint's SecureClient VPN application and Eventia Reporting Module. CheckPoint applications are proprietary and are only available from authorized resellers. Therefore, NIST will only consider offers from companies that are currently authorized by CheckPoint to sell CheckPoint products and services. Period of performance for the services required Contract Line Item Numbers (CLINs) 0001 through 0004 in this RFQ is September 1, 2009 through March 1, 2010. CLINs and related requirements for this RFQ for the period of September 1, 2009 through March 1, 2010 are as follows. CLIN 0001 (Quantity: 1; Unit: Each): Part # CPEP-SA-1-100TO4999 CHECKPOINT ENDPOINT SECURITY, SECURE ACCESS PACKAGE - SINGLE LICENSE FOR 100 TO 4999 ENDPOINTS. CLIN 0002 (Quantity: 1; Unit: Each): Part # EBS-SS-Standard CheckPoint Standard Support and Subscription; Sept 1, 2009 to March 1, 2010. CLIN 0003 (Quantity: 1; Unit: Each): Part # CPSB-EVS-C2500 EVENTIA SUITE FOR C2500 Functionality Upgrade Cert Key: 89807268358 CLIN 0004 (Quantity: 1; Unit: Each): Part # EBS-SS-Standard CheckPoint Standard Support and Subscription; Sept.1, 2009 to March 1, 2010. UC: 5241093 Delivery for CLIN's 0001 through 0004 shall be no later than August 31, 2009. Delivery for CLIN's 0001 through 0004 shall be to: NIST 100 Bureau Drive Bldg. 301 Shipping/Receiving Gaithersburg, MD 20899-0001 Delivery for Item Numbers 0001 through 0004 shall be FOB DESTINATION. Provisions and clauses that apply to this RFQ may be downloaded at http://acquisition.gov/comp/far/index.html. The following provisions apply to this acquisition: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5 (including the following fill-ins: 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.222-50; 52.232-33). Addendum to Provision 51.212-1: Offerors should include the following in their quotation: (1) The solicitation number; (2) The name, address, and telephone number of the Offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) FOB Destination-based firm-fixed-price for each CLIN (CLINs 0001 through 0004 above), including any reinstatement charges for the period of September 1, 2009 through March 1, 2010 (if applicable) and any discount terms; (5) Proof that the Offeror currently has CheckPoint authorized reseller/business partner status; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the Offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; and (8) If the quotation is not submitted on the SF 1449 form, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations shall be submitted by email so that they are received at keith.bubar@nist.gov (with a courtesy copy to joseph.widdup@nist.gov) no later than August 11th at 3:00 p.m. The Offeror may fax any documents that cannot be emailed; they shall be faxed to Keith Bubar at fax (301) 975-8904 so that they are received by 3:00p.m. on August 11, 2009. Evaluation Factors for Award: Award will be made to the CheckPoint-authorized Offeror whose quotation is deemed to represent the lowest price, technically acceptable offer. Clauses that will be included in the resultant award include those included in this RFQ except for 52.212-1 and 52.212-3, which apply only to the solicitation. The Government anticipates the award of a firm-fixed-price purchase no later than August 21, 2009. Brand Name Justification: This is a brand-name procurement for CheckPoint upgrades to their SecureClient VPN application and Eventia Reporting Module (Eventia Suite for C2500). These application upgrades will be used within the NIST IT network security infrastructure, which is based on CheckPoint firewall technology. Evaluation Criteria: Technically acceptable, lowest price.
