Description
The purpose of this amendment is to change the set-aside status to competitive 8(a) and change the applicable NAICS code from 511110 to 511120. Previously, this had been listed as an unrestricted competition. Through this amendment, the resultant RFQ will be set aside 100% for competition among 8(a) firms and the NAICS code will be 511120. The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on an 8(a) set-aside basis for a No Cost publishing services contract for the Navy Personnel Command, Public Affairs Office, Millington, TN. These services will be required in order to publish a quarterly civilian enterprise magazine to provide news and information to Navy retired personnel. The publisher will be required to agree to use the name "Shift Colors," which is owned by the government, and no other name, on the magazine as directed by the Chief of Naval Personnel (CNP) during the life of the contract, unless otherwise directed by the CNP. It is expected that advertising will add pages to the publication to create a 40 percent editorial / 60 percent advertising split.The period of performance for this contract will be a base period of 12-months with four 12-month options totaling 60 months if all options are exercised. The Navy intends to solicit for a NO COST contract. Interested vendors will be asked to submit technical proposals and will be evaluated on a best value basis with technical, past performance and utilization of small businesses being the only evaluation factors in descending order of importance. Solicitation N00189-09-Q-Z093, with its respective amendments, will be available to download at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).The applicable NAICS code for this requirement is 511120.
