Description
The Bureau of Reclamation, Columbia-Columbia Area Office seeks to contract on a sole source basis with Central Washington University Continuing Education (CWU) to provide professional faculty and student staff to conduct a cultural resource investigation on its Wenas Creek property. This activity is part of CWU's field school program that provides students with archaeological field experience.This proposed sole source acquisition is subject to FAR 6.302- 1(i) (A),(B),(C): (i) Supplies or services may be considered to be available from only one source if the source has submitted an unsolicited research proposal that-(A) Demonstrates a unique and innovative concept (see definition at 2.101), or, demonstrates a unique capability of the source to provide the particular research services proposed.Requirements shall include background research of the land affected by the undertaking. This research will primary be done in the files of the Washington Department of Archaeology and Historic Preservation but may also include local museums and archives. CWU will also review any documentation submitted by Reclamation that pertains to the undertaking. The survey / inventory report shall be acceptable by standards established by the Washington Department of Archaeology and Historic Preservation. The CWU Primary Investigator will lead archaeological field activities in which the entire project area of approximately 400 acres will be surveyed at an appropriate interval. The transect groups will be recorded with GPS to provide verification of the survey. All identified sites will also be recorded with GPS and minimally a site boundary and point location of artifacts and features will be captured. Digital photo documentation of appropriate cultural items will also be recorded. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar services must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 10 calendar days of the date of publication of this notice will be considered by the government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS code 712120 Historical Sites. This notice may represent the only official notice of such a solicitation.
