- THIS IS A SOURCES SOUGHT NOTICE: NOT A REQUEST FOR PROPOSALS. BACKGROUND: The U.S. Coast Guard Medium Range Surveillance Maritime Patrol Aircraft (HC-144A) is a transport and surveillance aircraft manufactured by European Aeronautic Defense & Space Co. (EADS); Construciones Aeronautica Sociedad Anónima (CASA) designated as a CN-235-300M-CG01 that is used to perform search and rescue, enforcement of laws and treaties including illegal drug interdiction, marine environmental protection, military readiness, and International Ice Patrol missions, as well as cargo and personnel transport. It can perform aerial delivery of search and rescue equipment such as rafts, pumps, and flares and can be used as command and control platform. SOURCES SOUGHT: The Coast Guard is seeking sources to procure spare parts for a fleet of HC-144A aircraft. The USCG must make awards to the aircraft Original Equipment Manufacturer (OEM) or component OEM’s or OEM distributors as they are the only source(s) known with the proprietary drawings and data rights necessary to maintain configuration control of the aircraft. The U.S. Coast Guard does not own, nor can it provide specifications, plans, drawings or other technical data. HC-144A spare parts are solicited by OEM part number or OEM authorized alternate part numbers thus no substitutions will be given consideration. Components that contain firmware or software shall be delivered with the specified version of firmware or software installed. No substitutions of firmware or software versions shall be authorized. Reconditioned/Used Material is not acceptable. Suppliers shall be able to provide necessary certifications including traceability to the OEM to ensure parts are in airworthy condition, suitable for installation on an U.S. Coast Guard aircraft. Traceability means that the supplier must be able to show clear, documented, auditable paper trail for ownership and transfer of each part from the OEM to the final vendor. The spare parts identified as major components are as follows: Electro-Optical Infrared (EO-IR) components, Surveillance and imaging radar including the receiver transmitter, signal processor and antennas (APS 143C(V) 3) components, Audio control components, Accumulators, Integrated Engine Display System (I.E.D.S.) which monitors engine performance, starters, generators, flight control components, landing gear components, actuators, propeller components, engines, engine components, inverters, instruments, indicators, control units, wheels, brakes, tires, sensors, valves, Electronic Support Measures (EMS) and switches. The spare parts identified as consumable hardware includes: Filters, bearings, bushings, nuts, bolts, screws, gaskets, fuses, hoses, and lights.
