Description
United States Army Garrison at Fort Knox, Kentucky Approximately 116 (+/-) acres of underutilized land at the United States Army Garrison at Fort Knox, Kentucky are being made available for an Enhanced Use Lease (EUL) project. Fort Knox is located approximately 38 miles south of Louisville and 15 miles north of Elizabethtown, in Hardin, Meade, and Bullitt counties. Each of the proposed sites is in a census tract qualified as possibly being eligible for New Market Tax Credit project financing. The census tract qualifies by being in a high migration rural county, which may make the project more attractive to NMTC financiers. As a result of the Base Realignment and Closure Act of 2005, Fort Knox will see a net increase of approximately 4,799 military, civilian, and contractor personnel by 2011. Incoming personnel are more highly paid than the outgoing personnel; approximately $100 million more annually in civilian payrolls will be coming to Fort Knox. The three sites are undeveloped, though access is adjacent to each site, and utilities exist nearby each site. Likely development includes office, retail, and conference center uses. The Army seeks to competitively select a developer to lease these parcels of land to develop the aforementioned uses. The successful private sector bidder(s) will develop, operate, and maintain the facilities and provide in-kind consideration to the Garrison at least equal to the fair market value of the leased assets.
