Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This requirement is 100% set-aside for small business. FAR 52.219-6 (Notice of Total Small Business Set-Aside) is applicable to this purchase. The Naval Surface Warfare Center, Dahlgren Division intends to purchase two (2) high powered S-band amplifier modules suitable for a mobile installation, with the specifications to be provided in the solicitation. The amplifiers are to be based on commercial-off-the-shelf (COTS) high peak power klystrons with a peak output power of 7.5MW. The amplifier m! odule shall consist of a two part system. One shall consist of a klystron high powered tube and the hardware required for cooling, pulse forming, and high voltage control to be referred to as the modulator assembly. Part two shall consist of a power supply module and supporting electronics to supply power to the modulator assembly and its associated hardware. The system must contain the proper interfaces to be operated remotely using conventional communications protocol and connectors. Additional Support: Included in the terms of the contract should be two (2) weeks of on-site support at a facility of the Government's choosing with one (1) week for each amplifier module. This is for the purpose of the manufacturer to be on site for acceptance testing to provide any required technical assistance in the event of transmitter performance not meeting specifications. Warranty: The amplifier modules shall be warranted for 12 months starting from the date of successful Governm! ent Acceptance Testing for workmanship and manufacturing defects. This warranty will cover replacement of any part or the entire amplifier module that fails to operate within specifications while under normal operating conditions as defined in the specifications. The resultant contract will be on a Firm Fixed-Price basis. The estimated required delivery date is December 2009. All responsible sources must provide a written proposal to demonstrate their ability to meet the purchase specifications. In addition, all sources will be required to demonstrate their ability to meet the required delivery schedule +/- two weeks. A Formal Request for Proposal will be issued on or before March 23. The closing date will be 30 days after issuance. Anticipated award date is on or before 30 April 2009. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114. Each amplifier module is approximately 2,000 lbs. and will be crated one (1) amplifier per skid. Applicabl! e NAICS code is 334220, 750 employee size standard. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov.
