The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Mexico City, Mexico Narcotics Affairs Section NAS Financial Management Advisor GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND: This position is assigned to the U.S. Embassy Narcotics Affairs Section (NAS) in Mexico City, Mexico. The incumbent serves as a financial advisor to the NAS Director and NAS Management Officer, specifically on issues relating to the formulation, execution and reporting of program financial resources. B. PURPOSE: This Personal Services Contract (PSC) position reports to the NAS Management Officer and provides financial management oversight and direction for all programs and appropriations managed by NAS Mexico. The NAS Management Office in Mexico encompasses a Management Support Office recently established to provide management support for Merida Initiative projects in Central America, the Dominican Republic and Haiti. The Merida Initiative is a new, comprehensive, multi-year regional initiative designed to provide U.S. foreign assistance to Mexico, Central America and the Caribbean in support of counternarcotics, law enforcement professionalization and criminal justice capacity building efforts that will initially provide over $215 million to Mexico and $29.8 million to Central America and the Caribbean in FY 2008 funding. The FY 2009 budget proposal and FY 2009 bridge supplemental includes $498 million for Mexico and $100 million for Central America and the Caribbean. Total funding will approach $1.4 billion over the life of the program. I. STATEMENT OF WORK The NAS Financial Management Advisor duties and responsibilities include: A. Have primary responsibility for providing financial management oversight and direction for 12 ongoing projects that make up the current NAS Mexico counternarcotics and law enforcement country program. Under the Merida Initiative, Mexico will realize an increase of approximately 30 new Merida Initiative projects. In addition, Central America, the Dominican Republic and Haiti will receive funding for approximately 15 additional Merida Initiative projects that will be managed in part by the NAS Management Office. B. Provide direction and support in planning, developing and administering a comprehensive program of financial management support services to NAS Mexico/Merida Initiative counternarcotics and law enforcement programs; including direct collaboration with host government entities supporting counternarcotics and anti-crime programs in Mexico and with the Management Officers at Embassies in Central America, the Dominican Republic and Haiti who will work directly with their host government entities in those countries. C. Control the allotment accounting for all INL funds in accordance with applicable laws and regulations to ensure that funding and expenditures are promptly and accurately recorded. Will use Momentum, COAST, Ariba and cuff records as needed to accomplish tasks; D. Certify funds availability for obligating documents related to contractors, employees, goods and services for the support of NAS Mexico and Merida Initiative program operations; E. Prepare periodic financial reports to post management officials and selected host country principles. Reports are prepared in accordance with the needs of management, the requirements of laws and regulations, and established policies; F. Perform periodic reviews of obligations and unliquidated balances to determine the accuracy of funds available balances. Results of process will also be used to perform the annual certification of obligations report; G. Establish and maintain effective management controls to ensure that NAS Mexico/Merida Initiative financial operations are in compliance with applicable laws, regulations, policies and agreements and are protected against waste, fraud and misappropriation. Articulate these laws, regulations, policies and agreements to all NAS program staff and host government entities; H. Oversee the operations of the Accounting and Vouchering units to ensure that staff are adequately trained, provided the necessary support to accomplish their duties and are evaluated in a timely manner. Rate the Financial Specialist and the Supervisory Voucher Examiner and review on evaluations for other section staff. I. Provide supervision and oversight of NAS subcashiers in accordance with 4 FAM 390. J. Establishment and monitor accounts receivable procedures to include tracking submission of travel reimbursement vouchers for the many travelers under NAS Travel Orders. K. Oversee the work of the section to ensure that payments meet the requirements of the Prompt Payment Act; and. L. Collaborate with NAS management offering contributions with respect to the development of a wide range of strategies to effectively monitor counter- narcotics and law enforcement resource allocations and to support funding requests submitted to INL/RM for Congressional approval II. MINIMUM QUALIFICATIONS A. Citizenship: Must be a U.S. citizen who is able to obtain a Department of State secret security clearance. B. Education: Must have a Bachelors degree from an accredited institution. C. Foreign Language: Must have a tested Spanish language proficiency at the FSI 2/2 level. D. Computer Skills: Must have a good working knowledge of MS Outlook, Word, Excel and PowerPoint. E. Work Experience: Must have a minimum of five years previous work experience in the area of financial management, including experience with the Department of State (domestic or overseas) or other USG foreign affairs agency. F. Specialized Experience: Must have previous work experience in an American embassy (with the Department of State or other USG agency) or in a comparable overseas, multicultural environment. G. Management Experience: Successful supervisory and leadership experience in a multicultural environment is required. A demonstrated ability to make sound decisions in a timely manner is vital. H. Leadership Experience: An ability to interact effectively with a wide range of American and foreign national personnel at all levels of an organization is essential. I. Knowledge: A familiarity with USG financial management regulations and procedures is required. J. Communications: An ability to communicate effectively, both orally and in writing, is necessary. III. POSITION ELEMENTS A. Supervision Received: The Financial Management Advisor will receive general guidance and direction from the NAS Management Officer. As a recognized expert in the financial and organizational management field on programs and issues, the incumbent will receive administrative and policy direction on program priorities and objectives. Specific assignments frequently originate out of the liaison activities of the work, and the contractor will independently negotiate the scope and objectives of tasks with little input from the supervisor. The Financial Management Advisor may be called upon to act as the NAS Management Officer in his/her absence. B. Supervision Exercised: The contractor will directly supervise a Supervisory Financial Management Specialist and Supervisory Voucher Examiner and indirectly supervise the work of five Accountants and five Voucher Examiners who provide funding and payment function support for the counternarcotics and law enforcement programs of NAS Mexico and Merida Initiative program countries. C. Guidelines: The contractor will work within the regulations contained in the Foreign Affairs Manuals for Personnel Management (3 FAM), Financial Management (4 FAM), General Services (6 FAM) and Logistics Management (14 FAM) and associated Foreign Affairs Handbooks, the Federal Acquisition Regulation (FAR) and the Department of State Acquisitions Regulations (DOSAR). Supplementary guidance is provided in the INL Financial Management Handbook, INL Program and Policy Guide and INL Procurement Policies and Procedures Handbook. D. Complexity: The work involves planning, organizing, analyzing, and implementing budget planning, accounting and vouchering activities of some complexity. E. Scope and Effectiveness: The Financial Management Advisor performs very broad and extensive assignments related to a complex administrative/financial program, approximating $270 million per year, in Mexico, Central America, the Dominican Republic and Haiti. The counternarcotics law enforcement program has significant impact on the USG and host country joint efforts to succeed in the war on drugs and improve law enforcement and judicial capacities. F. Personal Contacts: The incumbent works closely with the NAS Director(s), Deputy Director(s), and PSC Project Coordinators/Advisors, with American and FSN staff of the embassy Management Section(s), and with other USG agencies in the mission, for Embassy Mexico and Merida Initiative program countries. S/He will also coordinate electronically with Management Officers in Central America and the Caribbean regarding financial aspects of the Merida Initiative. IV. EVALUATION CRITERIA A. FACTORS Factor 1 (Work Experience): Demonstrated work experience of a minimum of five years in the area of financial management, including experience with the Department of State (domestic or overseas) or other USG foreign affairs agency. Entry level salary normally will be at the first step of the grade range for the position. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
