Description

A MARKET SURVEY is being conducted to determine if there are adequate HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Construct an Army Reserve Center (ARC). Primary facilities include land ac quisition, an ARC training building, and an unheated storage building. The buildings will be permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities will include land clearing, paving, fencing, general site improvements and extension of utilities to service the project. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloadi ng areas. Berms, heavy landscaping, guard rails, and bollards will be used to prevent access when standoff distance cannot be maintained. The project also includes demolition of 3 existing Buildings (34,352 SF). Sustainable Design and Development (SDD) an d Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning (Estimated 267 Tons). Contract duration is 540 days and estimated cost range according to the FAR is between $10,000,000 and $25,000,000. With an actual cost closer t o $25,000,000. NAICS is 236220. Size limitation is $31.0M. All interested HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before April 14, 2008 by 2:00 pm Eastern Time. Responses should include: (1) Identification and verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects c onsidered similar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed or will be complete, location of the project, co ntract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project.
