- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division, intends to enter into a Firm-Fixed-Price (FFP)/Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Talley Defense Systems (Cage 12116), in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not own current data, drawings, or other specifications to permit full and open competition. Solicitation will be issued for an anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) type contract that will cover a 5 year ordering period/ 6 year period of performance. The M72 LAW, in all configurations required, must be suitable for U.S. Special Operations Command applications and meet safety requirements of the U.S. Navy Weapon Systems Explosive Safety Review Board (WSESRB) certification and will be compliant with NSWC Statement o f Work and Data in accordance with DD1423s Contract Data Requirements List. This acquisition is for M72 LAW launchers, rockets, training requirements, product improvements and production rounds of the M72 LAW in the following configurations: o M72A7 LAW with Graze Fuze Function and NVD Mount, NSN: 1340-01-497-7630 o M72A8 LAW Fire from Enclosure (FFE) and NVD Mount, NSN: TBD o M72A9 LAW Anti-Structure Munitions (ASM) and NVD Mount, NSN: 1340-01-538-4308 o M72A10 LAW Fire from Enclosure (FFE) Anti-Structure Munitions (ASM) and NVD Mount, NSN: TBD o M72AS Practice Rocket Assembly, NSN: 1340-01-482-5049 o M72AS Trainer Launcher, NSN: 1055-01-0009 The Government intends to award a Firm-Fixed Price (FFP)/ Cost Plus Fixed Fee (CPFF) type contract resulting from the solicitation with a required delivery schedule of 365 days after receipt of order. This contract action is for an amount not to exceed $125 million dollars over the 5-year ordering period. The contract will also require the delivery of data. Inspection and acceptance will be at origin with FOB Destination delivery. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Contractors submitting proposals to the solicitation must be registered in the Central Contractor Registry (CCR) in accordance with FAR 4.11.
