- The Department of Transportation (DOT), Federal Aviation Administration (FAA), Mike Monoroney Aeronautical Center, Civil Aviation Registry, Special Programs Staff, AFS-705 has a requirement for the acquisition of Copan Systems computer hardware, software and maintenance service to supplement existing product; in support of their mission in the National Airspace System (NAS). National Industry Classification System (NAICS) code is 511210. The Federal Aviation Administration's (FAA's) Civil Aviation Registry (AFS-700) is responsible for developing, maintaining, and operating national programs for the registration of United States civil aircraft and certification of airmen. The National Archives and Records Administration [NARA] has designated the Registry as the Permanent Record for this information. In March 2007, AQS-200, as the CIO Office for the AVS Line of Business signed a Memorandum of Agreement with the Civil Aviation Registry for operation of the datacenters and identified a number of near-term and strategic initiatives. One of the more significant objectives is a phased plan to fully implement a joint disaster recovery plan. Because of previous acquisitions, backup and recovery strategies were significantly enhanced using a COPAN Virtual Tape Library [VTL] and replacing the existing tape libraries with one that operates via Fibre Channel [FC]. A number of other critical improvements were also completed to prepare for improved security and to prepare for the next major challenges - mainframe migration and establishing offsite replication and teaming with another datacenter to implement a more robust disaster recovery plan including hot site capabilities. Based upon the requiring offices' justification for single source-brand name acquisition; In accordance with Acquisition Management Policy 3.2.2.4, it in the best interest of the FAA to procure the Civil Aviation Registry computer items from a single source of a particular brand in order to meet time constraints and maintain standardization throughout the organization. The FAA herein announces its intention to award a Firm Fixed Price Type Contract for Copan Systems products. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
