- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number of this procurement is NTSB-Q-07-0048. This solicitation is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17 effective on June 14, 2007. This solicitation is issued under full and open competition. The associated NAICS code for this solicitation is 333314, Optical Instrument and Lens Manufacturing. The National Transportation Safety Board (NTSB) requires 1 portable digital microscope system that performs the following functions: 1. Must combine microscope, microscope controls, specimen surface illuminator, computer, and monitor, into a single compact portable unit (briefcase size). 2. Must accept interchangeable zoom lenses with at least ten times the depth of field of conventional microscopes. 3. Must accept borescope lens systems. 4. Must have lens capable of magnification from 0X to 200X (measured on 15 inch diagonal screen). 5. Must have a minimum of 3 adapters: diffuse illumination, angled diffusion, and polarization illumination adapters available to change the angle of specimen illumination and polarization. 6. Lenses must have capability of being hand-held and also have the option of fitting into a free-angle observation system that allows alteration of lens angle with respect to the specimen and rotation of the specimen with respect to the lens. 7. Must be capable of producing greater than 18 mega-pixel images. 8. Must have capability to digitally reconstruct 3-D representations of specimens and must come with software that will allow rotation of the reconstruction and allow accurate measurements to be made from the reconstructions. 9. Software must include tools to create still images, 3-D representations, continuous video (15 frames/sec) up to 1 hour, and time-lapse video. 10. Must have camera shake correction function. 11. Must have integrated CD-R/RW drive, USB and network connections to allow transfer of image files. 12. Must include software updates and technical support program. 13. Must include warranty coverage program. The offeror's quote must describe the usability and adaptability of the proposed system to meet the Government's requirement. The portable digital microscope system is due 30 days after Receipt of Award (ARO) at NTSB 490 L'Enfant Plaza, SW Washington, D.C. 20594 FOB point is destination. FAR provisions 52.212-1, Instructions to Offerors-Commercial, and 52.215-1, Instructions to Offerors-Competitive Acquisition apply to this acquisition. Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to the acquisition: 52.233-03, Protest after Award, 52.233-04, Applicable Law for Breach of Contract Claim, 52.222-03, Convict Labor, 52.222-19, Child Labor-Cooperation with Authorities and Remedies, 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity, 52.222-36, Affirmative Action for Workers with Disabilities, and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Offers are due by 4:00 p.m. EST Wednesday, July 11, 2007 via email to bryan.moy@ntsb.gov.
