Description
REQUEST FOR INFORMATION (RFI) ALCOHOL AND TOBACCO TAX AND TRADE BUREAU TOBACCO MAINSTREAM SMOKE pH TESTING MARKET RESEARCH The Administrative Resource Center (ARC), an office within the Department of Treasury?s Bureau of the Public Debt (BPD), on behalf of Alcohol and Tobacco Tax and Trade Bureau (TTB) Scientific Services Division (SSD), is requesting information on the testing of tobacco mainstream smoke pH. The Scientific Services Division of TTB would like to procure the services of a commercial laboratory to determine mainstream smoke pH of tobacco products measured under the standard U.S. Federal Trade Commission (FTC) smoking protocol. MISSION: TTB?s mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; and to administer the laws and regulations in a manner that protects the consumer and the revenue, and promotes voluntary compliance. BACKGROUND: TTB is the newest bureau under the Department of the Treasury. The main responsibilities of TTB include protecting the public and collecting revenue. These responsibilities are carried out by developing regulations, conducting product analyses, and ensuring tax and trade compliance with the Federal Alcohol Administration Act and the Internal Revenue Code. INFORMATION DESIRED FROM VENDORS: TTB requires a mainstream smoke pH test of tobacco products to be performed by an independent ISO accredited contract laboratory, utilizing the following methods: Gas-phase method: The pH of mainstream smoke from cigarettes smoked under FTC conditions is to be collected on a puff-by-puff basis and measured using a pH meter. This method shall measure pH of each puff (the gas-phase of smoke) and accurately record changes in pH during the smoking process. In addition to obtaining the pH values for each puff, an average pH of the smoke is determined by averaging the median pH of the individual puffs. Solution-phase method: The pH of mainstream smoke from cigarettes smoked under FTC conditions is collected using two glass impingers placed directly behind the cigarette mouthpiece. The impingers shall use 0.1M KCl solution to trap cigarette smoke. The trapping and measurement of pH with the impinger method shall strictly adhere to a fully validated method. This RFI is being posted in order for BPD to assess the market in regard to the contractors that are available to provide these testing services. Please provide information in response to the following questions: 1. Do you offer either or both of the listed test methods for tobacco products? If so, please provide additional information in response to the following questions: 1. What agencies/bureaus have you serviced? Please provide point of contact information and period of performance. 2. Do you provide these tests and the corresponding reports as the Prime or as a subcontractor? Provide details. 3. Do you subcontract any portions of the work, and if so, to whom and what portions? 4. If you are an 8(a), HUBZone, or Service Disabled Veteran-Owned Small Business, did you perform at least 50% of the work provided? 5. Please provide a point of contact within your organization who is most knowledgeable regarding this information. PLEASE NOTE: The information being requested is for planning purposes. The government does not intend to award a contract or otherwise pay for the information requested. TTB will assess the ability of the market to meet the needs as stated above, based on the information received. The vendor must identify their business size classification (i.e. 8(a), SDVOSB, HUBZone), DUNS number, as well as provide any available contract vehicles, such as GSA Schedule. Dependent upon the results of this market survey, TTB may subsequently issue a Request for Quote (RFQ) to acquire Mainstream Smoke pH Testing. Information sent in hard copy form, in response to this request, shall be addressed to Mindy Wargowsky, Bureau of the Public Debt, Division of Procurement, 200 Third Street-Avery 5F, Parkersburg, WV 26106. Electronic submissions shall be sent to psb3@bpd.treas.gov, referencing ?RFI for Smoke Testing? in the subject line. Either the hard copy or electronic submission must be received no later than 8:00 AM EST, on Tuesday, June 26, 2007. Please note that an RFQ document is not available at this time.
