Description
This is a Presolicitation Notice for Truck Leasing for Pope Air Force Base, North Carolina, 28308. This competitive acquisition is 100% set-aside for small business. This project includes providing three (3) Pick-up Trucks with 4 door, 6 passenger, dual or single rear wheel, V-8 diesel engine, automatic transmission, 4x4 drive, power steering, power brakes, air conditioning, AM-FM radio, 8 foot pickup bed, tailgate, skid plate, with all necessary equipment to tow 12,000 pound trailers, including heavy-duty suspension with conventional hitch receiver, hitch ball and ball mounting, wiring harness, electric trailer brake controller, and mirrors. This requirement will result in a Firm-Fixed Price contract with a one base year, 1 Jul 2007 - 30 Sep 2007, and two option years. The North American Industry Classification System (NAICS) is 532120 and the small business size standard of $23.5 Million applies. Only one award will be made to the lowest price technically acceptable Small Business Offeror who meets the CLIN/SLIN requirements, terms and conditions specified in this solicitation. It is anticipated the solicitation will be posted on the Federal Business Opportunity web page at http://www.fbo.gov on or about June 14, 2007. Paper copies will not be available. Once the solicitation is posted, it is incumbent on the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity (CAGE) Code and be registered with Central Contractor Registration (CCR) at http://www.ccr.gov. The contractor shall be registered in the Online Representations and Certifications Application - ORCA at http://orca.bpn.gov/. CLAUSE INCORPORATED BY FULL TEXT AFFARS 5352.201-9101 Ombudsman (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
