- In accordance with FAR Part 15, Contracting by Negotiation and Subpart 19.10 Small Business Competitiveness Demonstration Program (Public Law 100-656) the National Park Service intends to issue a Request for Proposal (RFP) for Preservation and Rehabilitation of Buildings and Grounds; Construct New Visitor Facilities at Tuskegee Airmen National Historic Site, Tuskegee, Alabama. This requirement is total 8(a) set aside. The North American Industry Classification System (NACIS) is 236220. The size standard is $28.5 million. Estimated price range is between $5,000,000.00 and $10,000,000.00. There will be a base bid and additives. AWARD IN THE BEST INTEREST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND BID ADDITIVES FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF THE AWARD. The project is to construct facilities for visitor use and rehabilitate historic structures and landscape feature at Moton Field. The work shall include the historic reconstruction of Hangar No. 2, a critical element in the restoration of the 1940s' appearance of the Moton Field Historic complex for the Tuskegee Airmen National Historic Site. The 16,800 square foot structure would be constructed within the footprint of the original hangar. Adaptive use of the interior of Hangar #2 will serve as a visitor center which includes a theater, audio-visual rooms for studying oral history interviews and other historic media; museum-type interpretive exhibits to help tell the story of the Tuskegee Airmen; classrooms for the Tuskegee University Department of Aviation Science and public restrooms. The rehabilitating of the skyway Club for concessions and visitor use; and the interior of the Control Tower for interpretation and observation deck; wayside/historic markers and interpretive exhibits; continued work on the historic landscape and landscape features; site development/walkways, additional parking, picnic area; utility infrastructures including lighting, electrical, water, sanitary sewer service and drainage; and removal of non-historic and nuisance features. In addition to federal, state and local requirements, all work must be performed in strict compliance with National Park Service guidelines for protection of historic resources including the Secretary of the Interior's Standards for historic preservation. The work must be performed under the direct supervision of a contractor with previous successful experience on projects of similar type and complexity. References will be verified and evaluated. A pre bid meeting will be scheduled for all interested bidders. The date and time of the meeting will be included in the solicitation. All interested bidders are encouraged to attend the pre bid meeting. The tentative issue date is June 22, 2007.
