- Description: This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the Counter Explosives (CE) School at the ANA Commando Complex site near Kabul, A fghanistan. All contractors are invited to participate in this solicitation. Project Scope: Complete the Civil, Site, Architectural, Structural, Mechanical, and Electrical work requirements to create a fully functioning Afghanistan National Army/Afghanistan National Police CE School. Contract work will include, but will not be lim ited to the following: Education/Training Facility, including external school grounds, Headquarters Office, Billeting Quarters, Range #1 and support facilities, Range # 2 and support facilities, road improvements from the CE School to both ranges, and gene ral site preparations, site improvements. The Contractor shall perform work that consists of topographic survey, master planning, any site demolition, grading and compacted fill, design and construction of new buildings, solid waste transfer points, connec tion to prime power plant and electrical distribution system, connection to waste water treatment plant, and sanitary sewer system, connection to existing water source. The magnitude of this construction project is between $1,000,000.00 and $5,000,000.00 USD. All work is to be performed within the perimeter of the ANA Commando Complex near the village of Rish Khvoor, Afghanistan, on the outskirts of Kabul. The expected contract duration is 365 days. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the s olicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-07-R-0011 is 7 June 07. Tentative date for receipt of proposals is 7 July 2007. A site visit is anticipated to be in the mid June period. Tentative date to award the contract is 4 Aug 2007.
