- The National Institute on Drug Abuse intends to solicit, negotiate and award a purchase order on a non-competitive basis with Wayne E. K. Lehman of Westminster, CO, to continue research efforts on organizational aspects of criminal justice and drug abuse treatment working relationships. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The purpose of this proposed continuation is to support NIDA?s Criminal Justice Drug Abuse Treatment Studies (CJ-DATS) program by providing expertise in organizational research and drug abuse treatment research to the NIDA Collaborating Scientist in order to develop an implement research on organizational factors in treating the offender with a substance use disorder, continue research efforts on organizational aspects of criminal justice and drug abuse treatment working relationships. Independently and not as an agent of the Government, the contractor shall furnish the necessary materials and equipment, except as otherwise specified herein. This is a continuation of current purchase order 263-MJ503632. This is a one year extension. Sole Source Justification Dr. Lehman is able to provide organization and management theory and practice; treatment of substance use disorders; and research design and analysis of data representing complex systems. Dr. Lehman has served as a peer reviewer for drug abuse treatment grant applications and has received research grants from NIDA to understand how organizations identify drug abusers and establish relationships with drug treatment and other social service providers. He has studied climate and culture as ingredients of organizational innovation and change. Dr. Lehman?s past work has involved a variety of sophisticated analytic strategies. He has designed and implemented complex, multi-system research studies. Dr. Lehman has more than a dozen peer-reviewed publications on topics of relevance to the tasks specified in the PSC, and he has successfully communicated his research findings to audiences of non-scientists (city administrators who provided the setting for his workplace research). An award to any other source would affect the NIH prior and current research on treating offenders with substance use disorder and continued research efforts on organizational aspects of criminal justice and drug abuse treatment working relationships.
